    problems have been identified in Malaysia(Harun, 1994), and these are comparableto those in other developing countries:

    Lack of awareness of the strength of EIA

    as a planning tool. Many still perceiveEIA as a stumbling block todevelopment.

    Perception that carrying out an EIAstudy would delay project approvaland implementation.

    EIA not carried out prior to final projectdesign, so that issues such as sittingand technology are not considered.

    KUALA LUMPUR 11 April - Kerajaan Selangor dimintamengemukakan kajian Penilaian Alam Sekitar (EIA)terhadap projek ternakan babi secara moden bernilaiRM100 juta yang akan dilaksanakan di kawasanSepang.Penasihat Persatuan Perlindungan Alam SekitarMalaysia (EPSM), Dr. Gurmit Singh berkata, sehinggakini kajian EIA terhadap projek itu masih menjadi tandatanya kerana kerajaan negeri tidak pernahmengumumkannya.''Kita mahu tahu bila EIA untuk projek ini diluluskan.Siapa yang luluskan. Bila ia diluluskan,'' katanyakepada Utusan Malaysia di sini hari ini.Isu ladang babi bernilai RM100 juta di Sepang hangatdiperkatakan setelah Exco Selangor, Teresa Kok

    mengesahkan kelulusan projek tersebut oleh kerajaannegeri.

    Berikutan kenyataan tersebut, pelbagai pihak termasukpenduduk setempat dan pertubuhan bukan kerajaan (NGO)membantah kerana keputusan kerajaan negeri itu disifatkantidak menghormati sensitiviti rakyat.Bagaimanapun, kerajaan campuran Parti Keadilan Rakyat(PKR), DAP dan Pas negeri Selangor tetap dengankeputusan untuk meneruskan projek itu walaupun mendapatbantahan pelbagai pihak.Menurut Gurmit, Jabatan Pengairan dan Saliran (JPS) danJabatan Perkhidmatan Haiwan (JPH) perlu memastikanprojek ternakan itu mempunyai sistem tertentu sepertirawatan najis babi bagi memastikan sisa najis haiwan itutidak disalurkan ke dalam sungai.Selain itu, katanya, satu sistem khas perlu dilakukan bagi

    memastikan bau haiwan itu tidak mengganggu pendudukberhampiran projek itu.
