3. SPEED LIMITATION POINTS WHEN STAR IS CANCELLED

1.1 FLOW management is used to regulate traffic destined for KualaLumpur Intl-Sepang. The flow control sequencing action may include:

b) RADAR vectoring; anda) Speed control;

c) Holding.

1.4 Pilots wishing to descend at their calculated economic speeds thatdiffer from those issued by ATC shall notify ATC. These flights maylose their slots in the flow sequence.

4. CANCELLATION OF SPEED RESTRICTIONS

4.1 Pilots need not adopt the speed restrictions at the speed limitationpoints when they are issued a "No ATC Speed Restriction" clearanceby ATC.

Effective with the opening of the new Kuala Lumpur Intl - Sepang airport, all contactparking will operate glass aerobridges and FMT Visual Docking Guidance Systems. Dis-plays are attached to the Contact Pier of the Main Terminal Building and the SatelliteBuilding. The system is designed to enable pilots to taxi onto the aircraft stand with-out the assistance of a marshaller.

The FMT parking system consists of:

- A centerline system to provide unambiguous and self explanatory left/right guid-ance which enables the pilot to acquire and maintain the lead-in line without overcontrolling.- A stopping system that provides information and measurement of the aircraft’sposition, displayed by a closing rate thermometer. The measuring device is based ona scanning laser.

DESCRIPTIONDESCRIPTIONDESCRIPTIONDESCRIPTION

The system is based on a centreline guidance sub-display. The steering and stop indica-tion is provided from a display unit mounted on the terminal building in front of thecockpit in line with the left hand pilot seat. The following is the sequence of operationfrom initial approach to STOP:

a. Follow the taxi-in line and watch the centreline beacon.

b. Check that the correct aircraft type is flashing, and if appropriate, that the doornumber is shown. The gate number may be displayed instead.

c. Approximately 32 metres before STOP, the gate number will disappear.

d. At 21 metres before STOP, the aircraft type display goes steady and the door num-ber disappears.

e. Follow the azimuth guidance display. The black arrow heads indicate which direc-tion to steer for the centreline. When the aircraft is properly aligned in azimuth,the black vertical bar will be displayed.

f. The full closing rate thermometer bar indicates at least 16 metres to STOP. Whenthe aircraft reaches 16 metres to STOP, the thermometer bar lights begin to movefrom bottom to top. If the aircraft’s forward speed is too high, the top display mayindicate SLOW DOWN.

h. When the STOP position is reached, all the closing rate thermometer lights extin-guish and the display indicates STOP. If the aircraft is parked correctly, the displaywill indicate OK.

i. If the aircraft overshoots the limit for correct parking, the display indicates TOOFAR .

j. The entire display automatically shuts down after some seconds. The system is alsocapable of displaying ONBLOCK followed by TIME.

There are 3 visibility conditions under which the airport may be required to operate:

Condition 1 - Condition 1 - Condition 1 - Condition 1 - Visibility is sufficient for pilots to taxi aircraft and to avoid collision with othertraffic on taxiways and at intersections by visual reference, and for air traffic con-trol to exercise control over all maneuvering area traffic on the basis of visual ref-erence. This condition shall apply when the visibility is greater than 2000m.

Condition 2 - Condition 2 - Condition 2 - Condition 2 - Visibility is sufficient for pilots to taxi aircraft and to avoid collision with othertraffic on taxiways and at intersections by visual reference, but insufficient for airtraffic control to exercise control over all maneuvering area traffic on the basis ofvisual reference. This condition shall apply when the visibility is 2000m or less butgreater than 600m.

When visibility condition is 2000m or less but greater than 600m, Condition 2 low vis-ibility operating procedures will be applied by air traffic control.

Responsibility for separation and regulation of aircraft and vehicles shall be as fol-lows:

a. Air traffic control shall be responsible for the regulation of aircraft and vehicleswith respect to other aircraft and the provision of essential traffic information onaircraft to pilots-in-command and drivers of vehicles to facilitate separation.

b. Pilots-in-command shall be responsible for maintaining separation with other air-craft on the maneuvering area, other than the runways;

c. Drivers of vehicles shall be responsible for separation with aircraft and other vehi-cles.

When low visibility operating procedures are in operation air traffic control will:

a. Broadcast on the ATIS that low visibility operating procedures are in operation.

b. Ensure that, during the currency of low visibility operating procedures no vehicle oraircraft is permitted to infringe the Localizer Sensitive Area (LSA) ahead of anarriving aircraft from the time the aircraft is 1 NM from touchdown until it hascompleted its landing run. Landing clearance will not be issued if the LSA is knownto be infringed.

c. Provide runway landing intervals of 6 NM or more.

d. Provide landing clearances no later than 2 NM from touchdown;e. Provide the pilot-in-command of every landing aircraft with:

^ the current RVR reading for the landing runway;^ un-serviceability of any component parts of the CAT II facilities not previouslybroadcast on the ATIS.

When low visibility operating procedures are in operation, pilots-in-command shall:a. Ensure that after landing, the aircraft clears the LSA as soon as possible after land-ing;

b. Be aware that any aircraft emergency conditions (brake fire, etc.) may not be visi-ble to the control tower, apron control tower or AFRS.

When visibility conditions reduce to 600m or less, Condition 3 low visibilityoperating procedures shall be applied in addition to those defined forCondition 2.

a. Air traffic control will separate aircraft from aircraft, and vehicles fromaircraft, using the following methods:

1. Pilots-in-command will be provided with taxiing clearances and clearancelimits which, in the event of a potential conflict, require the pilot-in-command to hold short of a taxiway intersection and report sighting andable to follow, or pass behind, the conflicting aircraft;

2. If the pilot-in-command is not able to sight the conflicting aircraft,

has passed, and reported passing, the next taxiway intersection (seediagram);

3. If the pilot-in-command, after reporting the conflicting traffic sighted,reports that visual contact has been lost, the pilot-in-command of thefollowing aircraft shall be instructed to hold position and the separationprocedure in (2) above re-established.

b. Pilots-in-command, who have reported sighting and able to follow or passbehind another aircraft or vehicle, shall be responsible for maintainingseparation with that aircraft or vehicle. If visual contact is lost, the pilot-in-command shall inform air traffic control immediately.

When low visibility operating procedures are in operation air traffic control will:

a. Direct all departing aircraft to use the full length of the runway.

b. Apply positive control techniques for separation between aircraft on themaneuvering area.

c. Pass essential traffic information in respect of aircraft to other aircraftthat may be in conflict.

d. Pass to aircraft approaching the holding point, essential traffic informationin respect of aircraft already holding.

When low visibility operating procedures are in operation, pilots-in-commandshall adjust aircraft taxiing speeds to ensure that they are able to complywith ATC instructions.

Responsibility for separation and regulation of aircraft and vehicles shall beas follows:

2.1.1 Under normal circumstances, all departing aircraft will be issued with SIDs. If, after taxi, a SID has to be cancelled for traffic management reasons, the pilot will be given a Standard Radar Departure (SRD) or a Radar Departure.

Examples:If the aircraft will be recleared with a SRD,‘‘...callsign, cancel SID, recleared Lumpur Radar Two Departure...’’

If the aircraft will be recleared with a Radar Departure‘‘...callsign, cancel SID, recleared radar departure, expect to maintain run-way heading initially after departure...’’

When the aircraft is ready for departure, ATC will issue a heading togetherwith the ‘‘takeoff’’ clearance.

a) Climb to initial altitude 6000 ft, further climb will be issued by LUMPURApproach;

b) Contact ‘‘LUMPUR Approach’’ after airborne as soon as practical but nolater than 2000 ft on the following frequency:

i) Departing Runway 32-124.20;

ii) Departing Runway 14-119.45.

c) On first contact with LUMPUR Approach after becoming airborne, advisethe; i) SID identifier or assigned heading.

iii) the initial climbing to.

c) if unable to comply with the instruction, inform ATC immediately.

2.5.1 Pilots-in-command of departing aircraft may choose to commence take-offwithout the applicable wake turbulence standard being applied. In this eventthe following conditions will apply:

a) the pilot shall expressly initiate the request for waiver using thephraseology ‘‘(callsign of aircraft), request wake turbulencewaiver’’;

b) waiver on the wake turbulence standard shall apply in VMC by day;

c) the waiver shall not apply to a LIGHT or MEDIUM aircraft taking offbehind a HEAVY aircraft taking off, if the take-off by the LIGHT orMEDIUM aircraft is commenced from a point more than 150 metersalong the runway in the direction of take-off, from the commencementpoint of the HEAVY aircraft take-off.

2.5.2 When a pilot-in-command requests a wake turbulence waiver, the pilotacknowledges that ATC will no longer be responsible for the application ofwake turbulence separation standards to that specific flight operation.

2.6.1 A succeeding aircraft may be cleared to land before the preceding ladingaircraft which has landed or before the preceding departing aircraft whichhas commenced take-off run, is clear of the runway-in-use provided the fol-lowing conditions are met:

a) In VMC, by day;

b) ATC must have reasonable assurance that the appropriate separationwill exist when the succeeding aircraft crosses the runway threshold;

c) When issuing a landing clearance following the application of theabove procedures, ATC will issue the following aircraft with theinstruction below:

‘‘...(callsign)...preceding (aircraft type)[vacating runway via (taxiway des-ignator/airborne)], Runway...(Designator) cleared to land...’’

3.1 When the standard taxi routes as published are to be followed by aircraft,ATC will only issue the taxi clearance to the allocated bay or the holdingpoint of the runway-in-use without mentioning the taxi routes. Pilots notfamiliar with the taxi routes may request guidance from ATC.

3.2 When non-standard taxi routes are applicable, ATC will issue progressivetaxi instructions to reduce ‘‘heads-down’’ time for pilots especially thosenot familiar with the taxi routes.
