NEW STRAITSTIMES FRIDAY,JANUARY25,2008 jVsr------------..------------------------------- )..5' (t OPI N ION 21

----

It's nobletoservein thepublicsectorTHERE is much debate about how to ..

upgrade the civilservice into one that'reflects the nation's multiracial di-versity.

The "colour-blind" and "gender-blind" promise from Chief Secretaryto the Government Tan Sri MohdSidek Hassan on new recruitment is agood start.

Then there is the argument thatthe civil service pay structure needsto be raised to be on a par with theprivate sector. I disagree.

We do not need to go down theroute that Singapore has taken. Sin-gapore argues that it has a limitedpool of talent and must offer compet-itivHpay to ensure a quality civilser-vice. That mayor may not be so but isheside the point.

The nobility of serving in theMalaysian public service must bepreserved, and that disappears ifcivilsenice pay ['allowsthat of the privatesector. Which is not Iio argue, ofcourse, that civil servants should notbe paid well.

f!:)~g~.J

What will do wonders to upgradethe civilservice is to oodo the conceptof a lifelong career in the public ser-vice.

There should be flexible recruit-ment schemes to allow high-achiev-ing talent from the private sector tobe appointed.

Such public service can only boostthe resumes of high achievers andwill <J,ctas an incentive for those in theprivate sector to spend part of theircareers in the public sector.

I recently met a young surgeon at-tached - to the heart unit of theSarawak GeneralHospitalin Kuch-ing. He chose to return here aftergraduating and working in Britain.

He could have stayed back in the UK,and I was curious as to why he re-turned.

It was a heart-warming reply hegave me. He said he felt great to con~tribute his services to his hometownand also that he did not believe thatanyone should have to pay an arm fora heart operation.

And word has it that this surgeon isgaining a reputation for his skills onthe operating table.

blind'and'gender-blind'promise fromTan Sri MohdSidek Hassanwhen recruitingnew staff to thecivilservice is agood start.

The pay for a surgeon on the publicpayroll cannot be all that great, espe-cially when one considers what hecould have earned in private practiceor in the UK I asked what it wouldtake for the government not to losehis service.

His answer was so simple as it wasstartling. He replied that he would becontent to receive a pension (likemost of his colleagues, he is servingooder a contract) and if the govern-

ment could assure him that it willtake care of the university educationof his children.

This goes to show there are YOoogand talented Malaysians who not on-ly choose to return but also return toserve the COootryin public service.

They feel good about themselvesand are proud to put their expertiseto use in service to the community.

Allthe government needs to do is tocome up with public-service schemesthat are tailored to address the sim-ple and reasonable needs of skilledMalaysians.

The government should never 00-derestimate the pull of patriotism oftalented Malaysians, and should pro-tect and improve the lure of publicservice to them.

And while the government seeksnew ways to recruit the best brains, itmust make sw'e it retains talent inthe service, because that in itself mayattract more top-drawer talent.

Xt'snobletoservein thepublicsectorTHERE is much debate about how to .upgrade the civilservice into one that'reflects the nation's multiracial di-versity.

Sin-gapore argues that it has a limitedpool of talent and must offer compet-idV!'pay to ensure a quality civil ser-vice.That mayor may not be so but isI)eside the point.

The nobility of serving in the\.1alaysianpublic service must be,Jrpserved, and that.disappears ifcivil,er ieP pay follows that of the privateseChJr. Whieh is not to arb'lle. ofcourse, that civil servants should notbe paid well.

What will do wonders to upgradethe civilservice is to undo the conceptof a lifelong career in the public ser-vice.

There should be flexible recruit-ment schemes to allow high-achiev-ing talent from the private sector tobe appointed.

Such public service can only boostthe resumes of high achievers andwill act as an incentive for those in theprivate sector to spend part of theircareers in the public sector.

I recently met a young surgeon at-tached to the heart unit of theSarawak General Hospital in Kuch-ing. He chose to return here aftergraduating and working in Britain.
