Warmest greetings to all,

AELB has been actively engaging the stakeholders to improve our service delivery and quality. With that in mind, AELB Open Day was organised on 27th March 2018 as part of ongoing initiatives to foster better relationship with clients and other stakeholders. Town Hall Session, Best Licensee Award, exhibitions were among the various activities held during that day.

In this edition, readers can �nd out more about National Science Week and AELB’s active involvement in organising National Science Week at Perak State Level. This edition also highlights our Director General’s working visits to the O�ce of Inspector-General of Police and O�ce of Perlis Royal Malaysian Customs Department Director, these visits were aimed at strengthening cooperation and enhancing interaction between the agencies involved in the supervision and control of nuclear safety, security and safeguards. For those who are interested in becoming a Radiation Protection O�cer or in the latest development, do check out the article on Radiation Protection O�cer Certi�cation in Malaysia by Ms. Siti Saleha binti So�an Suri. In this edition, we also announced with great sadness the passing of Mr. Mohd Yasin bin Haji Sudin, Direc-tor of Nuclear Installation Division on 26th March 2018, the late Mr. Mohd Yasin bin Haji Sudin was very popu-lar among AELB sta� and all who knew him, he will be greatly missed! The departure of two senior o�cers due to optional retirement are also featured, we thanked Ms. Azlina binti Mohamad Jais (Director of Assess-ment and Licensing Division) and Tuan Haji Nor Tarmize bin Ibrahim (Assistant Engineer, Assessment and Licensing Division) for their contribution and services to AELB.

Government organizations are urged to improve the e�ciency and e�ectiveness of the service delivery system. In order to strengthen the system, improvement is not only focused on the work processes, but also incorporate the engagement between organization and the client. There-fore, government organizations are encouraged to get feedback from the clients to improve the quality of services and to ensure the services o�ered meet the client’s needs to a satisfactory level.

On 27th March 2018, Atomic Energy Licensing Board (AELB) held an open day as an initiative to foster relation-ships with the clients, the open day was o�ciated by YBhg. Ir. Datuk Ahmad Fauzi bin Hasan, Chairman of Atomic Energy Licensing Board. The objectives of the programme are to provide the clients with latest information on the services provided by AELB, as a platform to the clients to give feedback and to give recognition to the licensee in the industry. AELB Open Day which took place at AELB’s Hall received encouraging participation by a total of 224 partici-pants comprising of licensees and other stakeholders.

AELB Open Day was conducted through an interactive approach that o�ered two-way communication platform. Participants were able to get the latest information on services, facilities and initiatives prepared and implement-ed, not only by AELB, but also by the Royal Malaysian Police (RMP) on the matter of security and safeguard of nuclear and radioactive materials through the Interactive Brie�ng Session. In addition, Town Hall Session was one of the agenda that enabled participants to interact directly with the top management of AELB. This session provided oppor-tunity to attendees to submit inquiries, complaints, ideas and suggestions regarding the services provided by AELB.

Four (4) licensees were awarded with the Best Licensee Award. The award is to recognize licensees in industries that practise good radiation safety practices in compliance with the Atomic Energy Licensing Act 1984 (Act 304) and its subsidiary regulations. The Awards were presented to licensees according to category of licence and based on the risk of operations conducted:

This programme had also provided 4 services counters to facilitate and assist the licensee, to accept queries pertain-ing to licensing and enforcement, and also for issues relat-ed to the online system (eLesen) and DigiCert. Sixteen (16) sales and exhibition booths organised by AELB PUSPANITA were opened to public during this programme. The Blood Donation Campaign had also been successfully conducted in collaboration with University Malaya Medical Center, Kuala Lumpur.

AELB Open Day 2018 was successfully implemented and was able to strengthen cooperation between AELB and their clients which consist of licensees as well as other stakeholders such as other government agencies and the public.

National Workshop to Finalize Training Material:Trainer for Front Line Officer (FLO) on

Nuclear Security Detection

AELB successfully organized the National Workshop to Finalize Training Material: Trainer for Front Line O�cer (FLO) on Nuclear Security Detection from 26th February to 2nd March 2018 in Putrajaya. Fifteen (15) o�cers from AELB, RMP, Royal Malaysian Customs Department (RMCD) partici-pated in this 5-day workshop. The workshop had been fully funded by the United States Nuclear Smuggling Detection and Deterrence (US NSDD) programme. The objective of this workshop is to update the training materials for the Trainer for Front Line O�cer (FLO) on Nuclear Security Detection that were developed by IAEA and US NSDD. This workshop was also conducted to test the updated training materials, to ensure that these materials are in line with the implementation method by AELB, RMP, RMCD and National Security Council (MKN) pertaining to the response to nuclear security by the country. AELB plays the lead role of a key technical agency in the process of veri�cation of detection, training and technical advisers named under the

Memorandum of Understanding signed by Malaysia through the RMCD and United States through The Mega-port Initiative, United State Department of Energy (USDoE) which formally known as United States Nuclear Smuggling Detection and Deterrence, (US NSDD). Capacity building in the �eld of nuclear and radioactive material detection has begun in Malaysia since 2005. Secu-rity control of nuclear and radioactive materials out of regulatory control that began with this border control operation became a push factor to related agencies such as MKN, RMCD, RMP, Malaysian Armed Forces (ATM), Malay-sian Maritime Enforcement Agency (MMEA) and AELB to work hand in hand to create a network of cooperation in protecting national borders from any attempt to smuggle nuclear and radioactive materials into the country.

Strengthening Border Control Visit – AELB and RMCD

AELB has a long standing cooperation in nuclear security detection with the RMCD since 2007 when Malaysia and the United States Government coop-erated through Megaports Initiative Project. The key to achieve such cooperation is the continuous inter-action by both organizations including at senior leadership level. The Director General of AELB conducted a working visit to Perlis RMCD Director’s O�ce, Mr. Wan Nor Wan Mamat and Padang Besar border where radiation detection equipment and capabilities are deployed at the northern border. During the visit, AELB provided observations and current status on nuclear security detection activi-ties in Malaysia. Site visit to the relocated Radiation Portal Monitor (RPM) installed through the support from the International Atomic Energy Agency (IAEA) due to expansion project at the point of entry was also conducted during the meeting. The visit has

rea�rmed continuous partnership and cooperation between AELB and RMCD. Both organizations reiterated their commit-ment to secure Malaysian borders from the threats of illicit movement of nuclear and other radioactive materials to Malaysia.

The Director General of AELB, YBrs. Mr. Hamrah bin Mohd Ali paid a courtesy call to the Inspector-General of Police (IGP)Tan Sri Dato' Sri Mohamad Fuzi Harun on 23 February 2018at the Royal Malaysian Police (RMP) Headquarters inBukit Aman.

Director General and his delegation, congratulated theIGP for his well-deserved appointment as the 11thInspector-General of Police and expressed gratitude forthe support and cooperation from RMP and lookedforward to the continuous partnership in ensuring safety,security and safeguards of peaceful nuclear applicationin Malaysia.

The Director General further highlighted some of theprogrammes to be executed by the AELB with RMPparticularly for nuclear security activities as de�nedin the National Integrated Nuclear Security SupportPlan (INSSP) and sought for the cooperation andassistance of the IGP in the execution of some of theseprojects. The IGP assured AELB of his full co-operation and necessary support and thanked them for the visit. The Director General appreciated the warm reception accorded to him and his delegation.

National Science Week 2018 (MSN 2018) is an

annual programme that aims to raise public awareness on the

importance of science and to bridge the gap between science and society by featuring a variety of interesting and interactive "science" activities that is in line with the World Science Day

celebration organized by the United Nations Organization for Educa-

tion, Science and Culture (UNESCO) since 2002.

National Science Week is expected to increase the

awareness and importance of Science, Technology and Innovation (STI) to all

levels of society in Malaysia. Indirectly, this programme will enhance human capital devel-

opment and encourage students to choose science, technology, engineering and mathemat-ics (STEM) as a career and recognize the contribu-tions of scientists, academician and individuals in promoting science. The programme is also

expected to raise awareness among Malay-sians on the importance of STI in gener-

ating economic growth and making Malaysia into a developed

nation.

National Science Week was approved by the Cabinet on

the 13th December 2017 to be imple-mented in the �rst week of April every year

throughout the nation. Hence, the National Science Week Perak State Level 2018 spearheaded by the AELB

was held from 31st March to 2nd April 2018, at Mydin Mall Parit Buntar, Perak. The opening ceremony was o�ci-ated by YB Dato' Dr. Muhamad Amin bin Zakaria, Chairman of Education, Science, Environment and Green Technology Committee along with YBhg. Datuk Seri Dr. Mohd Azhar bin Haji Yahaya, Ministry of Science, Technology and Innova-tion (MOSTI) Secretary General, YBrs. Mr. Hamrah bin

Among the exhibitors involved in the success of MSN 2018 were AELB, Petro-sains, MRSM Pendang, RMP, Fire and Rescue Department of Malaysia (FRDM), Department of Chemistry Malaysia, Malay-sian Meteorological Department (MetMa-laysia), National Institute of Occupational Safety and Health (NIOSH), and Edaran

Prestasi Sdn Bhd.

He also had time to mingle with MRSM Pendang students and their radioactive detector robot. The robot itself was created by two MRSM Pendang students, Batrisyia binti Mohd. Razalee, 15, and Safurah binti Mohd. Hazri, 17, that won gold medal in the creative category at the International Robot Olympiad 2017, Qinhuangdao Olympic Stadium, China on the 20th

December 2017.

Various exciting activities were held throughout MSN 2018 includ-ing STI exhibition, Science Show by Petrosains, demonstration of radioactive detector robot by MRSM Pendang students while the highlight of the week was Datuk Ustaz Kazim bin Elias's Talk that was held at Sekolah Kebangsaan Baru Parit Buntar entitled Science

& Education in Islam.

MSN 2018 was also enlivened with the collaboration with Ministry of Education Malaysia through Education Tour Programme 2018, which was o�ciated by YB Datuk Seri Mahdzir bin Khalid, Minister of Education, Malaysia. During the visit to MSN 2018 exhibition, he was accompa-nied by Tuan Haji Mohd Pauzi bin Mohd Sobari, AELB Deputy Director General and tried AELB’s equipment for detecting nuclear and radioactive materials during

nuclear response operation.

MSN Perak State Level 2018 ended at Sekolah Menengah Kebangsaan Gunung Semanggol, Perak. AELB was warmly welcomed by the presence of 600 students and teachers. A number of excit-ing activities were held including sharing session with fellow students and equip-ment demonstration used by AELB personnel in executing their daily tasks. Such activities were intended to expose the public regarding regulatory activities

undertaken by AELB.

Fun Activities During MSN Perak State Level 2018

AELB top management fully support the implementation of EKSA and agreed to carry out its implementation at the department level. Among the initial initiatives that have been undertaken were to provide an explanation through brie�ngs / talks on the implementation of EKSA by MAMPU. In addition, the EKSA main committee had been estab-lished at the department level with the involvement of representatives from all divisions. Working level meeting at division level is also held periodically for the purpose of monitoring EKSA implementation.

Among the activities that have been carried out in EKSA implementation are as follows: -

Spring cleaning at each division; Identify unsuitable items / documents for disposal;Ensure items/documents were arranged neatly and well organized;Label items/documents according to appropriate number or color;Establish appropriate order for document/items in a manner that demonstrates the neatness and uniformi-ty; andExecution of EKSA corner and recycle corner / Go Green activities.

IMPLEMENTATION OF PUBLIC SECTOR CONDUCIVE ECOSYSTEM(EKSA) IN AELB

EKSA stands for Public Sector Conducive Ecosystem was introduced since January 2014 by the Malaysian Adminis-trative Modernization and Management Planning Unit (MAMPU). EKSA seeks to re-brand the existing Public Sector 5S practice which takes into account the need to highlight towards higher quality and conducive workplace environ-ment in the public sector departments/agencies in Malay-sia. Generally, the key component in EKSA implementation is based on the improved 5S Practice as well as the addition of several new elements that support the creation of a more conducive working environment.

The key objectives of EKSA implementation is to assist public agencies in enhancing corporate image, enabling creativity and innovation in line with stakeholder demands, promoting activities towards creating green environment through Green Practice. EKSA also emphasizes the need to create a conducive working environment to members of the organization as well as to customers and ensure that auditing elements meet the needs of various public sector agencies.

Requirements for the Radiation Protection O�cer (RPO) are enshrined in the Malaysian legislation through Regula-tion 16 (1) of the Atomic Energy Licensing (Basic Safety Radiation Protection) Regulations 2010 or simply known as BSRP 2010 as below:

Thus, the recognition of RPO for each licensed company or agency is mandatory and requires any license applica-tion or ownership under the Atomic Energy Licensing Act 1984 (Act 304) to have at least one RPO.

As of 22 July 2018, there are 1162 RPOs who are recog-nized and are currently serving throughout Malaysia for various industries as recorded in eSPP, the online licensing system run by AELB. These individuals play a role in their respected company or agency to ensure activities carried out involving ionizing radiation abide by regulation prescribed by BSRP 2010.

The RPO recognition process begins with the application for RPO examination and application procedure need to be renewed for continuous service. The application for this examination can only be made if the candidate has attend-ed the RPO course at any certi�ed RPO training agency. A certi�ed RPO training agency is a training agency that has a valid class H license – Radiation Protection O�cer Training Agency. Candidates must also have a minimum academic quali�cation of Diploma in Science or Engineering or any other equivalent �elds. Only candidates who meet the criteria and minimum academic quali�cations will be considered for this application.

RPO examinations are conducted by AElb monthly. There three categories of certi�cation namely Level 1 (Irradiation Facility), Level 2 (Industrial Radiography) and Level 3 (Gauges). Applications are made through Radiation Worker and Examination System. The examination has two parts which are theory and pratical. The examinations will test the understanding of candidates in the context of Act 304

and its subsidiary regulations as well as the concept of radiation protection.

Candidates who passed the examination will be able to apply for recognition as RPO through the eSPP system. After the RPO for the company is recognized, employers may continue to apply for license through eSPP by ensur-ing that the RPO certi�cation category is equivalent to the company's activities.

Other positions were also created for the temporary replacement of RPO which includes Radiation Protection Supervisor (RPS) who also works for the same company as RPO. The RPS are also required to pass the RPO examination as RPS need to have the same competency as RPO in the RPO’s absence. In addition, an employer may also choose to hire a Radiation Protection Consultant or Independent Radiation Protection Consultant temporarily if there is no RPO in place.

Radiation Protection Consultant and Independent Radi-ation Protection Consultant are distinguished by their respective experience in radiation protection �eld where Radiation Protection Consultant is eligible to be recognized for having the experience as a RPO for at least 5 years while Independent Radiation Protection Consultant requires working experience with ionizing radiation for 15 years to be recognized. Radiation Protection Consultant is perma-nent employee of a company that has a class H license - Radiation Protection Consultant Agency while Indepen-dent Radiation Protection Consultant serves on individual tickets without being bound by any of the class H consul-tant agencies.

These positions are established in accordance with Regu-lation 16 (2) of BSRP 2010 which states that "the licensee may employ a quali�ed expert as approved by the compe-tent authority to carry out the duties of a radiation protec-tion o�cer".

Recognition as a RPO should be renewed periodically as it is only valid for 3 years and subsequent renewal should be made with CEP points accumulation to ensure that RPO’s continue to build their competency and enhance their knowledge in ionizing radiation locally and globally.

Technical guidance and notices are constantly updated by AELB to ensure the e�cacy of radiation protection in Malaysia. Recently, AELB has issued a Notice No.03/2017 - The requirement to ensure the Radiation Protection O�cer (RPO) competency is comparable to activities conducted by licensees. This Notice states that a company with di�er-ent categories of activities need to have a competent RPO relevant to it such as sales and marketing activities as well as research and teaching.

The application for the RPO examination is statistically on the rise each year. Its implementation for industries in Malaysia not only impacts the application of RPO recogni-tion from the new workforce but also plays a huge role on senior work force in the �eld of ionizing radiation. RPO's recognition scheme has become important with the needs of the market and industries which require high level of competency. This is currently widely seen in the Industrial Radiography (RI) sector where the oil and gas industry is in the lead in providing the benchmark for quality improve-ment. This phenomenon directly causes other industries to move along to meet the demands as well as regulations which need to be updated to be at par.

We announced with deep sadness the death of Mr. Mohd Yasin bin Haji Sudin, Director of Nuclear Installation Division. He passed away in Sungai Buloh Hospital on 26th March 2018 after being diagnosed with esophagus cancer in October 2017.

Mr. Mohd Yasin was the third child born to Tuan Haji Sudin bin Che Wang and Mdm. Sabariah binti Ahmad in Kampung Siput, Baling, Kedah on 16 July 1960. He had �ve siblings. Mr. Mohd Yasin was educated at Sekolah Kebangsaan Siong before continuing with his secondary education at Sekolah Menengah Siong dan Sekolah Menengah Kulim. He entered Sekolah Menengah Sultan Abdul Halim, Jitra to continue his studies in matriculation before graduating from the National University of Malaysia (UKM) with a Bachelor’s Degree in Nuclear Science in 1985. Mr. Mohd Yasin was very active in sports during his school days and excelled in badminton, tenpin bowling, football and sepak takraw.

In 1987, Mr. Mohd Yasin married the love of his life, Ms. Rohana binti Abd Rahman and was blessed with 5 children, 3 boys and 2 girls. His children have proven to be equally successful in their academic quali�cations, earning diplomas and degrees in engineering, medicine and education.

Before joining AELB, Mr. Mohd Yasin worked as the principal of Kolej Bakti, Baling (1985-1986), he also worked at Baling Land O�ce for 6 months and as a teacher Sekolah Menengah Agama Diniah Pekan Kupang for 3 years.

Mr. Mohd Yasin joined AELB on 16th December 1991 with a career that spanned 27 years. He served as a prosecutor for more than 10 years in Enforcement Division, he also served as the Director of Enforcement Division, Licensing Division and Technical Support Division before taking up the post of Director of Nuclear Installation Division in July 2017. During his time at AELB, he made an exceptional contribution in the establishment of the National Radiological Emergency Centre and the Environment Radiological Monitoring System in Malaysia.

For those who knew him, Mr. Mohd Yasin was cheerful, caring and had a great sense of humour. It was so characteristic of him to be unsel�sh and willing to advise and assist anyone who needed his help, it is for this reason that many people held him in such high regard.

He will be greatly missed by all who knew him.

On the 7th June 2018, AELB Welfare and Sports Club (KKSLPTA) together, hand in hand with PUSPANITA AELB had organized Grand Iftar Perdana 2018 in conjunction with the Holy Month of Ramadan. KKSLPTA and PUSPANITA AELB took this opportunity to coordinate programme and activities that can enliven Muslims sta�’s spirit, drawing them closer to God as well as strengthening the bonds between the AELB sta�. Among the activities held during Grand Iftar Perdana 2018 were Quran Hour, Khatam Quran, Tahlil Arwah as well as the opening of Zakat counter. The highlights of this programme were iftar, congregational prayers as well as terawih. The programme started as early as 10.30 a.m., initiated with the Quran Hour and Khatam Quran session conducted by PUSPANITA AELB that ended in the afternoon at 12.30 p.m. The programme was then followed by a Gotong-Roy-ong activity, which gives the opportunity to AELB sta� to partake in preparing the dishes for Iftar. There were various dishes being prepared for the grand event such as rice, Kerabu Pucuk Paku and Rojak Buah and numerous other delectable delicacies. Each division in AELB with the spirit of togetherness, also prepared beforehand the highlighted main dishes for the Iftar such Grilled Lamb, Fish Asam Pedas, assorted desserts and many more. From 6 p.m. onwards, AELB sta� together with their family members gathered inside AELB Grand Hall where the Iftar event is held, to show their support towards the event. The event started with tahlil arwah and prayers, continued with Iftar, congregational prayers and terawih. The events ended with closing speech by AELB Director General, Mr. Hamrah bin Mohd Ali and Chairman of KKSLP-TA, Tuan Haji Zul Helmi bin Ghazali.

Berbakti kepada Tanah is one of the initiative by PUSPANI-TA AELB in collaboration with (KKSLPTA). The programme aims to nurture green culture among AELB sta� as well as to maximize the usage of land in AELB premise by planting trees and vegetation. This kind of programme not only as a kick start towards green culture, but also bene�cial to the AELB sta�. On top of that, this programme served as a platform to strengthen the bond between AELB sta� through physical activities which is also good for their health. The programme which was held on the 27th April 2018, started at 9 a.m. with the symbolic launching by the Direc-tor General of AELB, Mr. Hamrah bin Mohd Ali who is given the honor to start the gardening with the planting of mango tree. AELB sta� who took part in this programme started with tilling the soil to yield an aerated, �ne seedbed for the crop. After the soil is prepared, variety of vegetation seeds was sowed to the prepared plot such as tomato, mus-tard green and others. Not only that, green plants like cassava and avocado trees were also planted around the �eld. This program ended at noon with some refreshment.

Azlina binti Mohamad Jais

(now known as the Policy and External Relations Division) and the Nuclear Installation Division. She was then trans-ferred to Malaysia Nuclear Power Corporation (MNPC) in 2011 as an Associate Director of Legal & Regulatory Unit before retiring from the civil service on 1st June 2018. Currently, Ms. Azlina is acting as the Chief Executive O�cer of MNPC. We like to wish all the best in her future undertak-ings and express our utmost gratitude to Ms. Azlina binti Mohamad Jais for her service and may she be granted with good health.

Ms. Azlina binti Mohamad Jais started working at AELB on the 2nd January 1992, where she was placed at the Licensing & Assessment Division. She served as Director in Licensing & Assessment Division, Policy, Code & Standard Division

Tuan Haji Nor Tarmizie bin Ibrahim started to work in AELB since 22nd February 1985. He served in the Enforcement Division (now known as the Radiation Control & Supervision Division) and Technical Support Division throughout his service here.His excellent service was recognized when he was awarded with Anugerah Perkhidmatan Cemerlang in 2017. Tuan Haji Nor Tarmizie ended the service as an Assistant Engineer at the Assessment & Licensing Division on 7th May 2018 after 33 years of serving in this department. We like to wish all the best in his future undertakings and express our utmost gratitude to Tuan Haji Nor Tarmizie bin Ibrahim for his service and may he be granted with good health.
