PERUTUSAN MAULIDUR RASUL YB MENTERI Saya ingin mengambil kesempatan ini bagi memanjat kesyukuran kepada Allah S.W.T kerana dengan limpah, kurnia dan izin-Nya jua, dapat kita meraikan sambutan Maulidur Rasul pada tanggal 12 Rabiulawal 1435 Hijrah ini bersamaan 14 Januari 2014 Masihi. Selawat dan salam ke atas junjungan besar Nabi Muhammad S.A.W . Sesungguhnya dalam menghayati sambutan Maulidur Rasul ini adalah wajar bagi kita memperingati sejarah perjuangan Rasulullah S.A.W. Perjuangan Baginda dalam membawa transformasi kepada masyarakat ketika itu sarat dengan kisah- kisah tauladan yang menceritakan halangan dan tentangan yang telah ditempuhi Baginda dan kaum Ansar dan Muhajirin. Transformasi yang di bawa beliau tidak terhad kepada mendidik masyarakat jahiliyyah dalam akhlak dan keperibadian, bahkan sistem ekonomi, perundangan berasaskan kesaksamaan dan budaya kerja yang produktif serta keprihatinan pentadbiran dalam masalah rakyat turut menjadi tunjang agenda transformasi baginda Rasulullah S.A.W. Justeru Maulidur Rasul kali ini, saya dan warga MITI berdoa agar Allah SWT melimpahkan taufik dan hidayah-Nya bagi kita membaharui tekad dalam melaksanakan agenda transformasi negara. Akhir kata, saya mengharapkan sambutan Maulidur Rasul pada kali ini benar-benar membawa sinar keinsafan kepada semua dan mencontohi sejarah perjuangan Rasulullah S.A.W dalam kita menempuhi cabaran seharian. PERUTUSAN MAULIDUR RASUL YB MENTERI

Saya ingin mengambil kesempatan ini bagi memanjat kesyukuran kepada Allah S.W.T kerana dengan limpah, kurnia dan izin-Nya jua, dapat kita meraikan sambutan Maulidur Rasul pada tanggal 12 Rabiulawal 1435 Hijrah ini bersamaan 14 Januari 2014 Masihi. Malaysia rules out any US pressure in TPP

Malaysia has ruled out any American “pressure” in the negotiating process in the much controversial Trans Pacific Partnership (TPP) agreement as all economies are pressuring each other to agree on certain clauses according to respective law and norms.

“Definitely, there is no such thing such as US pressure,” said Datuk Dr Rebecca Fatima Sta Maria, Secretary General of the International Trade and Industry Ministry.

She pointed out that Malaysia, in certain cases, will be the sole opponent to some particular negotiating points, which puts intense pressure on other negotiating nations to accommodate Malaysia’s request.

The Secretary General, who also supervises Malaysia’s TPP negotiating team, said Malaysia will never succumb to any kind of internal or external pressure in dealing with the agreement as TPP is a vital pact which determines the future of the count ry’s economic progress.

If Malaysia is there at the negotiations to agree on everything, the country would have inked the agreement long t ime ago, Rebecca stressed in a recent interview with The Malaysian Reserve.

She said the Malaysian negotiators are well aware of every progress made in TPP, on whether it jeopardises the nation’s pride, constitution as well as sovereignty.

“If it involves or result in a change to our constitution and sovereignty,

we don’t do it. That is how we have negotiated so far and will do moving forward.

“We have done this before in the World Trade Organisation pact, Malaysia is also the founding member of Asean and APEC, where we have been part of the rules drawing process of the organisations and agreements which followed suit.

“TPP is not something out of our norm. But if yet we decide not to sign the agreement, it should be okay. At least we have been part of the negotiations and we know the dynamics of it, in case Malaysia opt to join the pact later,” she said.

Rebecca was responding to a recent WikiLeaks article suggesting that negotiations of the TPP aggrement appear to be at an impasse that may only be unlocked by major sacrifices of national interests by Asia-Pacific members.

Anti-secrecy group WikiLeaks said the US is ramping up pressure to secure a Trans Pacific Trade Deal with conditions that could undermine the national interests of nations involved, with documents revealed that talks are “paralysed,” with the US refusing to compromise on disputed issues.

The TPP is being negotiated between 12 countries - the US, Japan, Mexico, Canada, Australia, Malaysia, Chile, Singapore, Peru, Vietnam, New Zealand and Brunei - which represent more than 40% of the world’s gross domestic product.

A key stumbling block was said to be American refusal to yield on the contentious Investor- State Dispute Settlement clause of the agreement, which critics contend would open signatory states to legal action by private corporations if any law is deemed harmful to a firm’s commercial interests.

In Malaysia, the meteoric emergence of anti-TPP movements have battered Malaysia’s effort of justifying the TPP’s benefit to the general public as well as to the country’s economy.

The call to drop the TPP is being led by former Prime Minister Tun Dr Mahathir Mohamad, among others.

The Government, through the Ministry of International Trade and Industry, has commenced two cost-benefit studies, of which the summary and the final draft of the TPP would be presented to the Parliament for approval.

PETALING JAYA: SME Corp has held four consultations so far over the proposed Small Medium Enterprises (SME) Act, which is expected to be tabled in Parliament in 2015.

Framework and contents of proposed SME Act in place

SME Corp chief executive officer Datuk Hafsah Hashim said the consultations on the proposed framework for the Act were held with several ministries, agencies and associations from different sectors and fields.

“To date, the draft of the proposal is still in its raw form, as we are still compiling inputs and engaging with the various stakeholders.“From one consultation to another, the framework has been revised to meet the expectations and concerns of the stakeholders.

Hafsah: ‘It is only a matter of streamlining and providing more clarity’.

“All insights, inputs and comments from the engagements were then presented to the National SME Development Council for deliberation,” she said. However, she added that most of the proposed framework and contents were already in place. “It is only a matter of streamlining and providing more clarity as to who is in charge of what and where,” she told StarBiz.

Hafsah added that the proposed Act, which was announced late last month by Prime Minister Datuk Seri Najib Tun Razak, would streamline and provide better clarity for the various ministries and agencies in terms of their roles and functions for SME development. It will encompass six key areas, namely, general guidelines, institutional framework, market access, special incentives, SME funding and responsibilities of those parties involved in the proposed Act.

Hafsah said the six key areas were selected to suit the current and existing policies and that would work with the various roles and responsibilities of the ministries and agencies handling SME development. She said the general guidelines would provide the basic and general principles to govern the Act, while the institutional framework and pesponsibilities of parties would spell out the parameters and jurisdiction of the various ministries and agencies.

“For market access, special incentives and SME funding, it will concentrate on areas to elevate the SMEs towards becoming global competitors with the assistance of funding from the Government that will be channelled accordingly through the ministries and agencies involved,” she said. It is important for these initiatives, assistance and programmes to be accessible to the SMEs. The formulation of the proposed SME Act will assist the Government to streamline and standardise programmes for the development of SMEs in Malaysia.”

She added that similar Acts in developed nations showed tremendous improvement especially in the areas of government procurement, clear direction for the development of SMEs, payment terms and incentives.

“For example, in the United States, they have special procurement privilege for service-disabled veteran business owners.”

TERMINATION OF THE GENERALIZED SYSTEM

OF PREFERENCES (GSP), 1 JANUARY 20141. As announced since 1 January 2013 through the ePCO system and leaflets at all MITI counters, effective 1 January 2014, Malaysia will no longer enjoy the GSP schemes offered by the EU and TURKEY. Malaysia

has been graduated out of the scheme in light of the country achieving upper middle income status (according to the World Bank). MITI will no longer issue FORM A to EU, TURKEY and ASEAN countries. [TURKEY is part of EU Custom Union].

2. It has been informed that some Custom Authorities will reject the FORM A of goods arriving on 1 January 2014. Manufacturers and exporters are thus advised to apply for the FORM A early and make the necessary arrangements to ensure goods arrive at the destination before 1 January 2014.
