[30 markah] Baca petikan di bawah dengan teliti, kemudian buat satu rumusan tentang langkah-langkah meningkatkan perkhidmatan pengangkutan awam dan masalah-masalah perkhidmatan pengangkutan awam. Panjangnya rumusan hendaklah tidak melebihi120 patah perkataan. Masalah kesesakan jalan raya sudah menjadi perkara yang semakin seriusKeadaan ini berlaku disebabkan tiadanya sistem perhubungan yang efisien antara pelbagai jenis pengangkutan awam, perjalanan lambat disebabkan kesesakan, dan sikap warga kota memilih untuk menggunakan kenderaan sendiri. Akhirnya, peningkatan jumlah kenderaan persendirian yang begitu ketara turut menambahkan kesesakan ini yang menjadi sebahagian daripada tekanan kehidupan harian masyarakat kota. Lantaran itu, pihak Kementerian Pengangkutan menyasarkan sebanyak 25 peratus penduduk di negara ini menggunakan perkhidmatan pengangkutan awam menjelang 2015 bagi mengurangkan kesesakan jalan raya. Setakat ini, hanya 16 peratus penduduk Malaysia menggunakan pengangkutan awamdan masih belum mencukupi untuk mengurangkan masalah kesesakan jalan rayaMenyedari keperluan tersebut, sebuah Suruhanjaya Pengangkutan Awam Darat (SPAD) ditubuhkan oleh kerajaan untukmeningkatkan sistem pengangkutan awam tanah air. SPAD bertanggungjawab mengawal seliadan merancang perkhidmatan pengangkutan awam. Pihak kerajaan juga sedang berusaha untuk mewujudkan sistem pengangkutan awam bersepadu di bandar raya Kuala Lumpur denganpembinaan pusat beli-belah baharu, NuSentral yang bersambung dengan rangkaian pengangkutan rel di Brickfields sebagai salah satu daripada enam Bidang Keberhasilan Utama Nasional (NKRA). Melalui Jawatankuasa Kabinet Mengenai Pengangkutan Awam,kerajaan telah menimbangkan beberapa inisiatif termasuklah memperluas perkhidmatan LRT dengan memanjangkan laluan.Jawatankuasa tersebut turut membaiki mutu perkhidmatan komuter dengan pembelian koc-koc baharu dan melanjutkan perkhidmatan komuter ke bandar-bandar baharu selain bandar yang sedia diliputi. Selain itu, kerajaan berusaha memantapkan perkhidmatan bas-bas awam dengan menambahkan bilangan bas dan hentian, serta laluan-laluan perjalanan bas. Jawatankuasa tersebut juga bersetuju memperuntukkan RM10 bilion kepada Syarikat Prasarana Negara Berhad (SPNB). SPNB dipertanggungjawabkan untuk menggantikan bas-bas usang dengan bas baharu yang berharga RM 400,000 sebuah.
Pada masa yang sama, rasanya tidak lengkap jika tidak disentuh soal teksi. Kerajaan memberikan suntikan dana tambahan sebanyak RM100 juta ke dalam Tabung Pembangunan Pengangkutan Awam. Dana tambahan itu bertujuan untuk memberi pinjaman mudah kepada pemilik teksi individu untuk membeli teksi. Diharap dengan berbuat demikian persepsi warga kota terhadap pengangkutan awam dapat diubah.Tegasnya, kerajaan amat berharap orang ramai sentiasa menggunakan Pengangkutanawam sebagai pilihan utama mereka apabila usaha penambah- baikan dilakukan. Kerajaan turut komited untuk mengintegrasikan sistem pengangkutan awamdan menambah baik kemudahan untuk orang kurang upaya. Harapan kita agar semua pengusaha pengangkutan awam turut meningkatkan kualiti perkhidmatan mereka.
