1.0 Project details

The project were obtained from JKR is ‘MEMBINA EMPAT (4) BUAH BILIK DARJAH

UNTUK SEKOLAH AGAMA RAKYAT ARBAIYAH BAGAN SERAI, PERAK DARUL

RIDZUAN’. Site located in Bagan Serai, Perak Darul Ridzuan. Jabatan Kerja Raya

(JKR) Negeri Perak and JKR Daerah Kerian is the authorities which are also acted as

consultant involved in this project. This project is carried out by contractor from EMENES

ENTERPRISE and it is estimated to be completed in 9 December 2014. The cost for the

project is about RM 614,814.00.

4.0 Description of the project

Construction of four classrooms at Sekolah Agama Rakyat Arbaiyah are additional

classes to accommodate students at the school. The class dimensions according to the

dimensions of the existing classes. Where provisions within the work already tendered

dive thirty-two (32) days beginning on April 29, 2014 until December 9, 2014.

5.0 Procurement method (Traditional General Contracting)

Contractors get projects through the procurement of traditional or conventional called

following the emergence of general contracting firms. So contractor build what the

designers specified under this procurement route cause design work that will be provided

by professional designers.

The sequence of main activities are :

  A contractor is usually selected and appointed by competitive tender, but

sometimes by negotiation and develops the ‘project brief’, detailed design,

specifications, drawings and bills of quantities.

  The employer or the professional team initiate the tender process where bids are

called, the contractor submits his tender bid and bids subsequently evaluated and

recommended.

  The contract is awarded and construction commences whilst the professional

team administers.

  Full documents are needed for the tendering process – including that from

specialist sub-contractors. Time is needed to adequately prepare this.

  Contractor hands over completed works to Employer and professional team

reviews construction

Type of traditional or conventional contract for this project is Lump Sum Contracts 

because it is determined before construction work is started. Contracts ‘with quantities’

are priced on the basis of drawings and firm bills of quantities. ‘Without quantities’ means

a contract priced on the basis of drawings and usually another document, such as a

specification or work schedules.

•  It takes a long time before the projectcan start due to the selection of theconsultant engineer, the time neededto carry out the design, selection ofcontractor.

•  High risk for the Client if there aremistakes in the design of the project.

•  Often, there are delays in the projectand it exceeds the budget.
