PRAKATA KETUA PENGARAH
Assalamualaikum warahmatullahi wabarakatuh dan
Salam 1Malaysia,
Perancangan Strategik amat penting bagi
menetapkan hala tuju dan memastikan
keberkesanan sistem penyampaian sesebuah
organisasi. Jabatan Mineral dan Geosains Malaysia
(JMG) sebagai peneraju dalam bidang mineral dan
geosains negara, perlu bertindak secara strategik
bagi mencapai kecemerlangan yang diharapkan oleh stakeholders dan pelanggan.
Bagi mencapai hasrat tersebut, JMG telah mewujudkan Pelan Strategik Teknologi
Maklumat dan Komunikasi (Information and Communication Technology Strategic
Plan (ISP)) JMG 2016 – 2020 yang diharapkan akan dapat melicinkan lagi proses
pengurusan ICT (Information and Communication Technology) sedia ada demi
menyokong hasrat Kementerian Sumber Asli dan Alam Sekitar (NRE) untuk
mencapai kecemerlangan dalam pengurusan dan pemuliharaan sumber asli dan
alam sekitar.
Perancangan yang terkandung dalam ISP JMG ini bertujuan untuk menghadapi
cabaran-cabaran terutama dalam tempoh lima (5) tahun akan datang termasuk
pelan pengurusan dan perancangan projek ICT yang efektif serta efisien ke arah
mengoptimumkan penggunaan teknologi hijau yang berpacukan data dan sejajar
dengan visi dan misi Jabatan.
Setinggi-tinggi penghargaan dan terima kasih diucapkan kepada semua pihak
yang telah memberi kerjasama di dalam usaha menyediakan ISP JMG ini.

Assalamualaikum warahmatullahi wabarakatuh dan
Salam 1Malaysia,
Alhamdulillah, segala puji dan syukur dipanjatkan ke
hadrat Allah s.w.t. kerana dengan limpah kurnia dan
hidayah-Nya maka dapat kita menghasilkan Pelan
Strategik Teknologi Maklumat dan Komunikasi
(Information and Communication Technology
Strategic Plan (ISP)) JMG 2016 – 2020. Saya menyeru agar semua warga JMG
dapat menghayati hala tuju ICT yang ditetapkan, memberikan komitmen penuh
serta sama-sama berusaha dengan gigih bagi memastikan program ICT yang
dirancang dapat direalisasikan bagi menyokong visi dan misi JMG.
Pada masa kini, ICT merupakan pemangkin utama di dalam memberi sumbangan
besar dan bermakna kepada transformasi sektor awam. ISP JMG 2016-2020 telah
menggariskan empat (4) teras strategik ICT yang akan dijadikan asas dalam
perancangan ICT Jabatan. Teras-teras tersebut ialah Memperkasakan
Perkhidmatan digital bersepadu dan berpacukan data, Memperkasakan
Perkhidmatan infrastruktur dan keselamatan siber, Tadbir Urus ICT yang
kolaboratif dan dinamik dan Pemantapan modal insan dan pembudayaan ICT.
Berdasarkan teras-teras ini, sebanyak 11 strategi dan 27 program ICT telah
dikenalpasti bagi pengukuhan pelaksanaan ICT JMG bermula tahun 2016 hingga
2020.
Setinggi-tinggi penghargaan dan terima kasih diucapkan kepada semua pihak
yang telah memberi kerjasama di dalam usaha menyediakan ISP JMG ini.

1.0 PENGENALAN
Sepanjang tempoh Rancangan Malaysia Ke–10 (RMKe–10) 2011 – 2015,
pelbagai inisiatif ICT telah dilaksanakan dalam usaha mentransformasi negara
untuk menjadi sebuah negara berekonomi digital dan berinovatif.
Susulan daripada itu, dalam tempoh Rancangan Malaysia Ke-11 (RMKe–11)
2016 – 2020, tumpuan akan diberikan untuk memacu ICT dalam ekonomi
berasaskan pengetahuan melalui inovasi dan produktiviti bagi meningkatkan
daya saing dan penjanaan kekayaan.
Sehubungan itu, perancangan dan penyelarasan pelaksanaan inisiatif ICT
adalah amat perlu di dalam organisasi bagi memastikan inisiatif tersebut adalah
koheren dan selari dengan hala tuju strategik sesebuah organisasi.
Justeru itu, Cawangan Pengurusan Maklumat (CPM) Jabatan Mineral dan
Geosains Malaysia (JMG) mengambil inisiatif untuk membangunkan Pelan
Strategik Teknologi Maklumat dan Komunikasi (Information and Communication
Technology Strategic Plan (ISP)) JMG 2016 – 2020. Dokumen ini akan
menjadi rujukan utama dalam pelaksanaan projek ICT di JMG berdasarkan
pelan tindakan ICT dalam pelbagai bentuk program dan aktiviti.
Pembangunan ISP JMG 2 0 1 6 – 2 0 2 0 ini dibuat secara dalaman dan
mengambil m a s a lima bulan untuk dimuktamadkan.

2.0 SKOP PROJEK
Skop pelaksanaan projek pembangunan ISP JMG 2016 – 2020 merangkumi
empat (4) perkara utama iaitu:
a. Keperluan ICT yang melibatkan pengguna, rangkaian dan
keselamatan, peralatan ICT, sistem aplikasi dan pengurusan
maklumat;
b. Keperluan penggunaan implementasi ICT di JMG dan kolaborasi
dengan NRE serta jabatan dan agensi lain;
c. Meneruskan apa yang telah dilaksanakan di dalam Rancangan
Malaysia yang terdahulu dengan pendekatan yang bersesuaian
dan belanjawan tahunan yang disediakan; dan
d. Menyediakan Pelan Strategik ICT JMG bagi tempoh 2016 –
2020.

3.0 PENDEKATAN PROJEK
Pembangunan ISP JMG 2016 – 2020 menggunakan metodologi Analisis,
Strategi, dan Formulasi (ASF) bagi mengenalpasti keperluan bisnes agensi dan
seterusnya menetapkan visi, misi dan teras strategik serta penghasilan inisiatif
pelan tindakan ICT JMG bagi tempoh lima (5) tahun. Metodologi ASF melalui
tiga (3) fasa utama iaitu:

Petikan Buku Pelan Strategik JMG 2016-2020, muka surat 47 dan 48 Pengurusan maklumat dan penggunaan teknologi semasa di Jabatan masih rendah dan perlu kepada latihan berterusan serta kelengkapan aplikasi untuk menyokong perkongsian dan penyebaran maklumat secara bersepadu dan terkini. Infrastruktur ICT yang sedia ada memerlukan peningkatan dan penambahbaikan supaya ianya selari dengan perkembangan teknologi semasa. Peningkatan ini perlu dilakukan bagi memastikan kelangsungan ICT sebagai enabler dalam menjayakan fungsi dan peranan Jabatan. Kejayaan ini akan dapat direalisasikan dan memberi impakyang besar melalui pembangunan dan penggunaan aplikasi mineral dan geosains yang bersepadu serta peningkatan infrastruktur ICT. Inisiatif ini juga akan mampu menggalakkan lagi budaya penggunaan ICT dalam Jabatan. Disamping itu peluasan liputan perkhidmatan berteraskan pelanggan diperkemaskan melalui portal Jabatan yang komprehensif dan sistem pengurusan perpustakaan yang berkesan.

12.0 FAKTOR KRITIKAL KEJAYAAN
a. Peruntukan Kewangan
Bajet atau sumber kewangan yang mencukupi merupakan asas utama bagi
memastikan program yang dirancang mencapai sasaran.
b. Pengetahuan dan kepakaran
Keperluan personel ICT yang pakar dan mahir dalam pelbagai bidang
(multiskilled) seperti berikut:
