Definition of visual quality: a measure of people’s concern for scenic quality and their attitude towards change in the

landscape (J. John, 2006).

How: by using Tazmiania model to get Landscape Priority Zone (LPZ). Criteria of LPZ:

• Inevidence Alteration or Zone A (high visual concern). • The second zone called Apparent Alteration or Zone B (moderate visual concern). • The Dominant Alteration or Zone C (low visual concern )

Based on aspects:

• The physical aspect refers to the scenic quality in the landscape. • The social aspect is the preferences that is the visual sensitivity. • The distant zone it focus on the foreground (fg) a clearly seen area, middle ground (mg) a semi-clear seen area, background (bg) not clearly seen area and unseen area (us) which is obviously hidden area.

The site study: Kuantan, Pahang Currently the actual area

under the administration of Kuantan is cover up 2,065 sq km which consists of Mukim Kuala Kuantan, Mukim Ulu Kuantan, Mukim Beserah and Mukim Sungai Karang. This area covers 10% of the actual area of Kuantan District which is 2,453 sq km (1,410.4 sq miles)

• Landscape priority zone (LPZ) has been identified by determining the sensitivity of the study area. • 5 main landscape characters, consists of landforms, vegetation, water bodies, population and colors used to classify the scenic quality classes which are high, moderate and low. • Social aspects such as public sensitivity value were also being considered to define the scenic quality value. • Based on the LPZ map, Zone A, Zone B and Zone C has been defined.

• Zone A -high priority zone, need most consideration in any future modification. • Zone B - moderate priority zone, need medium consideration. • Zone C - low priority zone., need less consideration. • However, the line, form, color, sensitivity and suitability should be considered first.

Zone A • The physicals aspect plays the most important role in classifying this area as high priority level which needs to be preserved as there are still remaining natural elements for future benefits. • Examples: VOP 1, VOP 7 and VOP 8. - consists of area with beach, coconut plantation and various landform which contribute to the high priority zone. (Natural elements) • Visual aesthetic, physical aspect and ecological aspect need to be preserved to control the sensitivity and suitability which helps to prevent uncontrolled development in this area.

Zone B • As physical aspect plays an important role in classifying zones, Zone B can be defined as medium priority level • Results show a balance setting between natural and development but yet, the development in those areas were not affects the visual quality of its surrounding and these mainly contributed to the classification of VOP in Zone B. • Examples: VOP 3, 4, 5, 6, 9 and 10. - Consist of road which rarely used, housing area development and also commercial area. But yet, natural setting that still remains such as vegetation area and hilly background helps in balancing the area. • All these criteria contributes to the classification of Zone B, which brings the options-, maintain or modificate where it can be done after analyzing all criteria needed in defining the sensitivity and suitability of development. @ Visual Quality Study

Zone C • Areas that capable in doing any modification as the visual quality is protected by the physical aspect of the area’s condition which is mostly landforms and vegetations. • Also include unseen area which have same criteria with Zone C in determining its location. • Modification can be done in these areas because the sensitivity level is low and there are low human appearance and activity in that area. • Although this area allows modification, it is important to maintain the natural visual integrity by limiting the introduction of unnatural visual element and aspect such as reservation and rehabilitation can be recommended in certain situation for modification. • Modification from public viewpoint should be easy to see, large in scale and natural in its appearance and design or small to medium in scale but with strong angular characteristics. @ Visual Quality Study
