    I believe developing and sustaining a highperformance culture can only begin when civilservants embrace a renewed accountability for

    performanceI would therefore urge the public

    sectorto adopt high-performance culture and thespecific use ofkey performance indicators (KPIs).This will help the public sector to be morefocused and outcome-oriented. The use of

    performance indicators requires a strategic shiftin the current thinking and approach of managing

    public sector organisations from managing withlimited resources to achieving measurable
