  • FOREWORDSME Bank is celebrating its 10th anniversary in 2015. Our journey of nurturing and developing the SMEs has been an amazing ride and we are pleased to share with you a few of these success stories. This is just the beginning and there will be more that we will share with you as we strive to deliver the mandate given by the Government in developing the SMEs.

    In retrospect, SME Bank began its operations in October 2005 after going through several phases of corporate development. In line with the Governments economic agenda, its mission is to develop SMEs to be the nations engine of growth. In 2013, the name was changed to Small Medium Enterprise Development Bank Malaysia Berhad or SME Bank to reflect its developmental role in financing and nurturing the growth of the SMEs.

    SME Bank strives to achieve this goal through better segmentation of financial and non-financial needs of SMEs by industry, stage of growth as well as products and market potentials. In line with the Governments Economic Transformation Programme (ETP), SME Bank concentrates on five sectors of the National Key Economic Area (NKEA) which include oil, gas & energy, education, tourism, wholesale & retail and healthcare.

    In financing the SMEs, SME Bank enables the companies to move up the value chain and thus creating a viral effect to the economy. In the development area, SME Bank adopts the hand-holding approach from the entry point to inculcate business acumen

  • and propel SME businesses to the next level of developments. This is achieved through high impact developmental programme and synergized approach of financial assistance and interventions.

    To further strengthen the capacity building of SME entrepreneurs, SME Bank established CEDAR or The Centre for Entrepreneur Development and Research to complement the developmental role of SME Bank with the vision to become a centre of excellence for entrepreneur developmental and transformation.

    SME Bank operates through its head office in Kuala Lumpur and 36 enterprise centres located nationwide. In addition to this, SME Bank has established 26 Entrepreneur Premises Complex (EPC) throughout the country for entrepreneurs to operate their businesses. Tenants of EPCs are eligible to receive management and technical improvement trainings, financial and advisory services as well as suitable financing.

    The Beginnings

    We entered the corporate Malaysia scene as a develop-ment financial institution (DFI) serving the industries and enterprises in 1979 through the establishment of Bank Kemajuan Perusahaan Malaysia Berhad. More specifically, SME Bank came into being in 2005 when Bank Perusahaan Kecil & Sederhana Malaysia Berhad was established as a subsidiary of Bank Pembangunan

    In line with the name change and the desire to create a stronger corporate presence in the market, the SME Bank new logo was introduced in July 2013 to reflect the brands fresh dynamism and global outlook. The new logo competitively positions the brand to lead in the delivery of quality products and services that are specifically designed to assist the growth of our customers. The 15 orange circles in the SME Bank logo represent the 13 states, the Federal Territories of Malaysia and the one bank that exists solely to nurture the advancement of SMEs and its ecosystem. The dark orange circles represent the entrepreneurs who are the Banks customers and the light orange circles represent the Banks human and financial resources. Together, the circles form an arrow signifying the forward and upward thrust of the entire SME sector.

  • The Transformation

    In addition to upgrading our IT system for more effective delivery of our services, SME Bank has undertaken a bold and truly significant step when we made a conscious decision to change our conventional banking platform to a fully Shariah Compliant financial provider through a project called, Project Wisdom. 2015 is a historic year for SME Bank as we fully embrace the concept of Islamic Finance. Our aim of moulding and instilling Islamic values into our banking operations in accordance with the objective of Maqasid Al-Shariah have been well received by the internal staff as well as our customers. Various measures have been taken, which include the widening of Islamic branding product offerings, streamlining human capital capability and embracing value-based Islamic finance in delivering services to our customers. Moving forward, more intensified efforts would be taken to expedite conversion or migration of inherited conventional assets portfolio into Islamic Finance assets.

    The Network

    Operating in a competitive environment warrants full commitment and efforts in ensuring the customers are at ease in dealing with the Bank. Realizing the importance of reaching out effectively into the market, SME Bank went into auto drive mode of opening, relocating and upgrading the Enterprise Centres. As at to-date, SME Bank has a network of six Regional Centres, 19 Enterprise Centres, four Business Centres and seven Urban Transformation Centres (UTC). The existence of these centres have enabled the Bank to reach a wider market and made its presence felt.

    The Engagement

    Engaging and getting the trust of entrepreneurs are paramount in our effort to bring their businesses to the next level of development. In addition to this, understanding their needs and offering solutions that are practical are key factors that contribute to our success of nurturing and developing the entrepreneurs.

    One important activity that is unique to SME Bank is our Intervention Programme. The aim of this programme is to ensure selected customers can be migrated upward and produce SMEs that can sustain their businesses, thus ensuring a quality portfolio to the Bank. To facilitate this programme, the Bank has established a special committee namely the Intervention & Nurturing Committee (INC) to strategise, lead, facilitate and guide the implementation.

    In 2014, 177 customers migrated upward within the six indicators, i.e. delinquent to performing; improve sales & profit; improve risk & score rating; from need to merit;

  • from BEST to TERAS and local market to export. This achievement is considered significant and has paved the way towards creating more resilient SMEs in the country.

    Other engagement activities that are conducted regularly include Customers Open Day, The Biz Talk series, the Senior Management interaction programmes and various participations in trade exhibitions.

    The Entrepreneur Premises Programme (EPP)

    SME Bank also provides factory space rental, financing, entrepreneurship training, advisory and technical assistance as well as operational improvements under the Entrepreneur Premises Programme (EPP). This programme was created for Bumiputera SMEs that are interested in expanding their businesses and establish their business presence in the market and eventually compete with industries bigger players. Over the years, this programme had successfully produced a total of 106 graduates and its roles in developing SMEs were recognized by the Association of Development Finance in Asia Pacific (ADFIAP) in Kazakhstan (SME category). In 2013, EPP saw factory complexes occupancy rate of 91.8% out of 439 units available throughout Malaysia.

    The Nurturing Centre

    One major differentiation factor that separates SME Bank with the other commercial banks that offer SME loans or financing facilities was the setting up of our very own Centre for Entrepreneur Development and Research or better known as CEDAR. Established in 2013, the objective of CEDAR is to nurture and help grow the SMEs to become successful and eventually support the national economic agenda.

    CEDAR focuses on continuous development of entrepreneurs through its various forms of business intervention services, which include research-based training, business coaching, function-based facilitation and entrepreneur-mentoring.

  • With CEDAR, the Bank has further strengthened its public image and mandated role in offering beyond-financing services. To date, CEDAR had successfully trained more than 5,000 entrepreneurs at different stages of growth, education-levels, business sizes, urban-rural communities, ethnicity and industries.

    The Socially Responsible Organisation

    At SME Bank, we understand the importance of nurturing talented young minds to become successful entrepreneurs, thus supporting the Governments Economic Agenda in developing SMEs as an engine of growth. Our very own corporate responsibility initiative, Program Inovasi Usahawan Muda: SME Bank Y-Biz Challenge was crafted to groom and

    nurture future entrepreneurs by creating interest in entrepreneurship and providing the opportunity for school students to explore their creativity and innovativeness.

    SME Bank was awarded the Plaque of Merit by the Association of Development Financing Institutions in Asia and the Pacific (ADFIAP) during the 2014 ADFIAPs 37th Annual Meeting in Moscow, Russia for this effort. In addition to this, the schools that had participated in the Y-Biz Challenge had won various awards locally and internationally.

  • Gading Kencana Sdn. Bhd. (GKSB) is a renewable energy services company founded in 1998 by electronics engineering graduate, Dato Ir. Muhamad Guntor Mansor Tobeng and Datin Hasnah Awang. GKSB started out small, trading in solar garden lights and solar street lighting. In the early days of the company, they sold in small cash and carry quantities, marketed mainly through newspaper advertisement. GKSB began to reach bigger clients when they participated in exhibitions organised by MAHA, MARA and the Ministry of Rural and Regional Development.

    GKSB found the solar energy sector to be a promising field in Malaysia, in fact they believe that the nation can be a hub for solar energy production in Asia. GKSB has viable infrastructure in place to achieve this, particularly a holistic value chain where every component that makes up a solar energy product can be found manufactured locally. The Governments renewable energy initiatives provide further impetus for the players in the industry to shine.

  • Another major contributing factor that allowed Gading Kencana Sdn. Bhd. to develop into a major player in the industry was the support of SME Bank. SME Bank was the first financial institution to give them real assistance. Through the Banks Tabung Usahawan Siswazah, GKSB received an injection of RM100,000 the extra working capital allowed them to increase their distribution channels, and as a direct result of their bigger operating capacity, they were able to close a sale of RM3 million.

    GKSB took advantage of SME Banks many professional courses which helped them to manage their finance and accounts better. As business expanded, SME Bank again came in, this time providing a RM500,000 loan. The increased working capital raised their turnover from RM3 million to RM10 million.

    Today, GKSB is a major player in Malaysias solar energy market. GKSB have successfully developed and managed an 8-megawatt solar farm in Malacca. Feeling the responsibility to share their success with the less fortunate, Gading Kencana Sdn. Bhd. collaborated with Northern Corridor Implementation Authority (NCIA) for Suriaku; a project to help the nations lower income group in northern Peninsular Malaysia generate extra income. They have also been breaking into the global market, with presence in Dubai, UAE, Qatar, Yemen, Germany, Algeria, India and the Philippines.

    Recognising that a well-trained and committed workforce is essential, the company sends their engineers for training in Germany, India, Korea, Thailand and Australia. Success-based reward policies engender loyalty and diligence. Gading Kencana Sdn. Bhd. is the only energy service company in the nation to be awarded ISO 9000 certification.

    Advance Pact got its first major breakthrough in 2004 when the company won a major contract to provide comprehensive biomedical engineering maintenance services to the government hospitals in Negeri Sembilan, Malacca and Johor. By 2013, the company had built up a staff of 200 mainly in the technical department providing services to 22 government hospitals throughout the southern region of Malaysia.

  • SME Bank played the role of the agency that supported their financial requirements; in the words of Shamsulbahrin Ludin, the Bank was more akin to a partner. Funding based on Islamic principles afforded the company working capital that was raised at more competitive rates compared to commercial banks. Collateral requirements were easily met, and the company was able to strengthen their financial management.

    The momentum the company generated resulted in a RM600 million sub-contract concession in 2012 for the provision of comprehensive healthcare facility management services for the new Islamic International University Malaysias Teaching Hospital in Kuantan, for 21 1/2 years commencing in 2016. The company plans to expand to markets in Asia Pacific, East Asia and the Middle East in the near future and are already making headway in the Middle East where they have set up a representative office in Jeddah.

(IQM) is the brainchild of Encik Mohd Fitri Md Aris, who has a background in marine engineering, but made up his mind to venture into the world of business on the advice of confidantes. Coming off his stint as an engineer, he found himself in the automobile components industry and found that there was good potential for Bumiputera companies to set up and prosper in the industry. He took the opportunity to start investing in the business, and thus IQM was born in February 1992.

    In the companys early days, Encik Mohd Fitri faced numerous challenges support was lacking and he had to put in long hours to get everything done in proper fashion. He also had to get by on personal funds as the commercial banks were asking for three years of financial statements which as a newly-formed company, he was unable to provide. It was only when he found SME Bank that things became easier for his company. The favourable terms and conditions SME Bank was able to offer to IQM made it possible for the company to make its first major move the purchase of its first factory in 1993.

    The company first set up in Shah Alam in 1992 to manufacture plastic and metal car components. Over a period of 20 years, the company grew and now has the capacity to design, manufacture and assemble quality plastic and metal components.

    From its headquarters in Shah Alam, IQM has added three manufacturing branches in Gurun, Kedah (1996), Tanjung Malim Perak (2007), and its latest plant is in Bukit Beruntung which specialises in ED Coating services. The manufacturing plants are equipped with high-tech plastic injection moulding machineries ranging from 80 to 450 tonnes as well as metal stamping machineries ranging from 25 to 500 tonnes, which collectively functions to design, manufacture and assemble automotive components.

  • The injection of capital also allowed the company to procure machinery and added working capital, which greatly helped the company. This first loan was paid off within a few years, and in 2000, SME Bank gave them an even bigger loan (which they also easily paid back by 2007). In addition to the financial support, SME Bank was described as easy to work with and IQM held frequent consultations with the Bank to plan for their finances.

    IQM Sdn. Bhd. has certainly come a long way. From an annual sales figure of RM500,000 in 1992, the company reported sales of RM100 million for 2012/2013. It is frequently announced as a winner in numerous industry awards, with the latest being the Winner in Best Delivery Performance from Proton in 2010, Overall Improved Vendor Award by Perodua and Winner in Best Deliver Performance Award by Proton in 2009. The company aims to further innovate in design, machinery, technology, materials and techniques to further establish themselves in the industry and become the best plastic & metal component manufacturer in the region.

    This success story came from a light-bulb moment that has since ignited into a shining example of entrepreneurial success. The company founder, Dato Dr. Yuhyi Azizan is a banker who one day decided to venture into the world of business. One of his early enterprises was an eatery in Bangsar serving local favourites such as roti canai and teh tarik.

    As destiny would have it, the headquarters of Tenaga Nasional Berhad (TNB) was literally a stones throw distance away, and the eatery was soon to play regular meal time host to TNB staff. As rapport grew between the friendly owner and his patrons, he soon found out about the TNB Bumiputera Vendor Development Programme. In true entrepreneur spirit, he was not to let the opportunity fade away, and was soon on board with TNB as a vendor.

    And thus Amat Sinar Sdn. Bhd. was established in 1990 as a vendor to TNB. Starting as a trading company, they supplied miscellaneous products to TNB, such as furniture and stationeries. Their product range began to consolidate when they started supplying street lighting. Ambition and dedication saw Dato Dr. Yuhyi studying and obtaining a Masters Degree in Lighting this was the kind of drive that led the company towards a technological direction that eventually got them recruited as a vendor to the Governments public utilities and public works under the Vendor Development Programme (Ministry of Finance Department) for manufacturing and supply of street lanterns. Amat Sinar was appointed to be the Panel Supplier for street lighting and all external lighting products.

  • Determined to produce its own products, the company set up its own factory in Rawang, Selangor to manufacture lighting products. Constant upgrading and a commitment to maintain the quality of their products brought success the company today supplies 70% of the local market demand for the government sector for street lights.

    Enjoying a steady growth path since its inception, the company needed capital injection in 2005 to keep up with increasingly rapid growth. After consulting a few financial institutions, the decision to choose SME Bank was an easy one for the company. The company today manufactures all sorts of lighting products in three factories, and is proud of its SIRIM and TNB certification for its products. The company even made international headlines when it received the Star For Quality Award at the International Star Award For Quality 2010 event in Geneva, Switzerland.

    The story of Chong Shih Wei is a classic story of a regular guy in the street who creates his own success through hard work and dedication. It all started in 2007 when his close friend, Tan Po Wi presented to him a proposal to start a business together. Both are graduates from Universiti Teknologi Malaysia (UTM), with Shih Wei majoring in Marketing Management. The proposal was to start a franchise outlet of the Pappa Roti bakery chain. Pappa Roti was an up-and-coming brand with more than 400 cafs and kiosks across the globe, and they decided that the risk of going into business was worth the potential payback.

    As with all success stories worth telling, challenges and setbacks were aplenty during the early days even before the venture got off the ground, the budding partnership between the two friends had already been broken. Po Wi was forced to withdraw from active participation as a result of strong objection from his family. Shih Wei, having just entered the workforce (initially at a stock broking firm and later in a shipping company) after his graduation, faced the same situation as his family was of the opinion that he was too young to venture into business and pressed him to drop his plans.

    Shih Wei was determined to press on despite the negativity from all sides. He had an ally in Po Wi, who continued to give him moral support, and was later to play a critical role in the story. The first major setback came within 12 months, when faced with poor sales, he had to close down the business which was fast draining his finances.

    He pinpointed the problem to be poor location, and tried to quickly shift to a more strategic location. As he struggled all alone, with no support from the family and funds running low, the situation looked bleak. Po Wi turned to be his saviour when he offered him a loan to help him through his difficult period. With the injection of cash and renewed vigour, he was able to set up his new place in a newly opened shopping mall.

    After coming out from that situation, his business began to thrive. His go-getter attitude resulted in rapid expansion, he now has three branches one in Johor Bahru and two in Batu Pahat.     He even got enrolled into a business course that gave him valuable education on accounting, marketing and human resources practices.
