PERUTUSAN PENGERUSI
Semenjak penubuhannya dalam tahun 1962, Pusat Daya Pengeluaran Negara telahmenumpukan tenaga dan perhatiannya untuk mengembangkan perkhidmatannya kepadaperdagangan dan perindustrian di seluruh negara. Khidmat-khidmat yang diberi olehPusat ini adalah berupa program latihan, seminar dan ceramah-ceramah untuk kaki-tangan pengurusan dalam berbagai perkara pengurusan. Khidmat-khidmat ini diperkuat-kan lagi dengan perkhidmatan perundingan dan nasihat untuk sektor perdagangan danperindustrian. Bilangan kursus-kursus dan peserta telah meningkat dari setahun ke se-tahun. Bagi tahun 1978 sejumlah 373 kursus dan seminar telah dijalankan untuk seramai8,029 peserta. Ini ialah tambahan sebanyak 13.5% dari tahun lalu dalam jumlah aktiviti-aktiviti latihan Pusat ini. Ini adalah membuktikan penerimaan dan keyakinan yang di-berikan oleh sektor swasta dan awam di negeri ini terhadap kebolehan dan perkhidmatanPusat Daya Pengeluaran Negara.
Dengan kejayaan yang tercapai dan pengalamannya yang luas, Pusat ini telah di-tugaskan bagi merancang dan menguruskan program untuk memajukan pemiagaan danperindustrian kecil bagi memenuhi dasar negara. Program ini telah dilaksanakan denganpelancaran Program Kemajuan Usahawan dalam tahun 1976. Sungguh pun tugas iniadalah luar dari tugas-tugas biasa Pusat Daya Pengeluaran Negara tetapi Pusat ini telahmenerimanya sebagai satu cabaran.
Perkembangan perniagaan dan perindustrian kecil di bawah Program KemajuanUsahawan dijalankan dalam 3 peringkat, PKU I, PKU II dan PKU III. Di tiap-tiapperingkat, ada 4 aktiviti mengandungi latihan, susulari, nasihat dan perundingan di-tujukan kepada usahawan-usahawan yang sedia ada dan yang telah diujudkan. Di bawahProgram ini adalah dijangkakan sejumlah 17,500 peserta dari Semenanjung Malaysia,Sabah dan Sarawak akan melalui peringkat per tarn a dalam jangka masa 5 tahun. Adalahdiramalkan dari sejumlah peserta yang tersebut tadi beberapa peratus akan maju keperingkat kedua dan ketiga. Kejayaan program ini bergantung kepada khidmat susulanyang diberi kepada peserta-peserta.
Susulan adalah untuk menentukan samada peserta telah memulakan perniagaanatau perusahaan dan juga untuk memberi khidmat nasihat dan perundingan lanjutan ter-hadap masaalah atau rancangan perkembangan kepada mereka yang telah pun bemiaga.Setakat bulan Disember 1978, sejumlah 1,240 peserta yang telah menjalankan berbagaibentuk perniagaan telah pun dikunjungi. Dari 1,240 perniagaan ini 51 darinya telah di-pilih untuk menerima khidmat perundingan yang lebih dalam untuk membolehkanmereka mengatasi masaalah-masaalah mereka dari perakaunan dan kos kepada kawalaninventori dan pemasaran. Dari semenjak pelancaran program ini sehingga Disember 1978,sejumlah 268 kursus termasuk PKU II telah dijalankan untuk 6,666 peserta.
Di dalam melaksanakan program perkembangan perniagaan dan perusahaan kecil,Pusat ini akan mempastikan aktivjti-aktiviti latihan dan perundingan lain tidak terjejas.Pusat ini akan terus mengiatkan usahanya untuk menyebar dan meninggikan dayapengeluaran di Negara ini melalui penyemaian kemahiran dan pengetahuan pengurusansejajar dengan latihan-latihan yang diperlukan oleh kalangan perindustrian.

BAHAGIAN I
PENDAHULUAN
Pusat Day a Pen gel ua ran Negara Malaysia
Pusat Daya Pengeluaran Negara telah -ditubuhkan dalam tahun 1962 sebagaisatu projek bersania oleh Kumpulan Wang Khas Bangsa-Bangsa Bersatu dan KerajaanPersekutuan dengan Pertubuhan Buruh Antarabangsa sebagai pentadbirnya. MengjkutRancangan Gerakan projek itu, Pusat Daya Pengeluaran Negara akhirnya akan berkuasasendiri.
Dalam tahun 1966 Akta (Memperbadankan) Majlis Daya Pengeluaran NegaraNombor 19 tahun 1966 telah diluluskan oleh Parlimen dan majlis menjadi sebuah badanyang berkuasa sendiri mulai daripada Ihb. Mac 1966. Akta ini dipinda oleh Akta (Pin-daan) (Memperbadankan) Majlis Daya Pengeluaran Negara 1975 (Akta A305 tahun 1975)sejajar dengan usaha-usaha perkembangan Pusat ini.
Tugas Majlis ini telah menubuh dan menyelenggarakan Pusat Daya PengeluaranNegara bagi maksud:
— Meninggikan mutu pengurusan termasuk penyeliaan pada segala peringkatdalam perdagangan dan perusahaan di Malaysia;
— Memperbaiki kecekapan perjalanan perusahaan, jualan-jualan dan pemasarandengan memberi perhatian khusus kepada kaedah-kaedah menambah dayapengeluaran, memperbaiki mutu keluaran, mengurangkan belanja-belanjadan memberi latihan dan nasihat mengenai perhubungan antara buruh den-gan pengurusan;
— Mengadakan latihan dan rancangan-rancangan lain yang boleh sebaik-baiknyamengisi kehendak-kehendak tertentu dan kehendak-kehendak tempatan dannegara pada seluruhnya;
— Menerangkan maksud-maksud, tujuan-tujuan dan usaha-usaha Pusat dan men-dapatkan kerjasama daripada kumpulan-kumpulan majikan dan pekerja;
— Menasihatkan, sebagaimana kakitangannya berkelayakan, Menteri dan per-tubuhan-pertubuhan persendirian, pertubuhan-pertubuhan atau orang per-seorangan mengenai perkara-perkara yang meliputi segala segi cara dayapengeluaran;
— Berkhidmat sebagai suatu foram untuk membincangkan masaalah-masaalahpenubuhan, pengurusan dan penyeliaan dalam perdagangan dan perusahaan;
— Membuat penyata tahunan kepada Menteri berkenaan dengan kemajuan danmasaalah-masaalah meninggikan daya pengeluaran dalam perdagangan danperusahaan dalam negara serta membuat syur-syur mengenai cara bagaimanamasaalah-masaalah itu boleh diuruskan;
— Mengada dan menguruskan perkhidmatan-perkhidmatan perunding;— Mengadakan dan mengekalkanperhubungan-perhubungan dengan pertubuhan-
pertubuhan kebangsaan mahu pun antarabangsa;— Menjalankan usaha-usaha perniagaan untuk mendapat keuntungan bagi mak-
sud penjalanan kerja-kerjanya di bawah Akta ini; dan— Membuat apa-apa perkara sebagaimana yang bersangkutan dengan atau ter-
libat daripada perjalanan kerja-kerja di bawah Akta ini.
KEGIATAN MAJLIS
Sepanjang tahun 1978, Majlis bermesyuarat sebanyak 6 kali, menyentuh di antaralain-lain perkara di bawah:-
1. Belanjawan
— Anggaran Belanjawan mengurus sebanyak $3,127,000 telah diluluskanuntuk tahun 1979.
— Kelulusan Anggaran Tambahan sebanyak 190,000 untuk 1978.
2. Kakitangan
— Pengambilan seramai 14 orang Pegawai Latihan dan Penyiasatan (PLP)dan 3 orang Pegawai Kerani.
— 2 orang Penasihat Latihan Antarabangsa telah berkhidmat dengan Pusatini selama satu setengah bulan dan 3 bulan.
3. Rancangan Pembangunan dan Latihan
— Rancangan Pembangunan Usahawan bagi Bumiputra.— Kemajuan Institiut Latihan Hotel — Restoren.— Rancangan Pembangunan Sumber Tenaga Manusia.
4. Kemajuan Kakitangan
— Latihan tempatan dan seberang laut untuk pegawai-pegawai kanan.— Kursus-kursus "Institiut" untuk Pegawai-pegawai.— Latihan tempatan untuk kakitangan rendah.
5. Bantuan Teknik dari Kerajaan-kerajaan Asing dan pertubuhan-pertubuhanantarabangsa.
— Sepanjang tahun ini Pusat ini telah menerima bantuan untuk mem-bolehkan 16 orang pegawai kanan mengikuti pelbagai rancangan latihandi seberang laut dan juga 2 orang penasihat latihan antarabangsa untukperkhidmatan jangka pendek.
TINJAUAN UMUM
Kegiatan-kegiatan Latihan
Kursus-kursus Latihan
Mengikut latihan yang telah diberi oleh Pusat, tahun 1978 telah membuat peruba-han sebanyak 13.5% di dalam penyertaan dan 10% di dalam kursus latihan. Selaras den-gan dasar kerajaan dan keperluan-keperluan perusahaan yang sentiasa berubah, Pusat initelah menumpukan usaha yang lebih di dalam Rancangan Pembangunan ke Usahawanan,Sejumlah 121 ran can gan telah diadakan untuk 2969 us ah a wan dan bakal usahawan. Ran-cangan ini adalah bertanggungjawab bagi penambahan di dalam kegiatan-kegiatan latihandari 341 rancangan untuk 7,076 peserta di dalam tahun 1977 ke 373 rancangan untuk8,029 peserta di dalam tahun 1978 (Lampiran B & C).
Kursus-kursus dan Seminar-seminar Khas
Sejumlah 15 seminar men gen ai ke wan gan Ekspot, Galakkan Ekspot, Pemasaran6 Keselamatan Perusahaan telah dianjurkan sepanjang tahun ini.
Memandangkan keperluan persekitaran ekonomi yang kian berubah dan keperluankakitangan yang berkelayakan, Pusat ini dengan kerjasama Persatuan Daya PengeluaranMalaysia telah melancarkan Rancangan Diploma Pengurusan Pemasaran yang kedua padabulan Oktober. Rancangan ini, seperti rancangan Diploma pertama juga akan dijalankanselama setahun setengah untuk 46 orang peserta.
Dalam jangkamasa yang sama Pusat ini telah menjalankan rancangannya yang ketigadalam "Pembangunan Sumber Tenaga bagj jawatan-jawatan Pen ye Ha". Rancangan selama7 minggu ini adalah bertujuan untuk mengatasi masaalah kekurangan penyelia-penyeliaBumiputra di dalam bidang Perusahaan. Rancangan ini telah dimulakan pada tahun 1976dahulu.
Kursus Latihan yang dibentuk klias "tailor-made"
Beberapa rancangan yang dibentuk khas telah dijalankan untuk berbagai organisasidi seluruh negara untuk menemui keperfuan-keperluan perusahaan dan perdagangan yangkian bertambah. Jumlah rancangan tersebut telahpun bertambah dari 68 dalam tahun1977 ke 85 di dalam tahun 1978.
Kursus-kursus PDPN/PDPM
Pusat ini telah dibantu oleh Persatuan Daya Pengeluaran Malaysia (PDPM) dalammenjalankan kursus-kursus dan seminar di seluruh negara. Pusat ini telah menganjurkansejumlah 87 rancangan bersama-sama dengan PDPM.
Khidmat Nasihat
Sepanjang tahun ini, usaha-usaha Pusat ini di dalam bidang khidmat nasihat danperundingan adalah diarahkan bagj menolong peniaga-peniaga Bumiputra, khasnya didalam bidang Pengurusan Perniagaan Runcit. Khidmat tersebut telah dijalankan untukseramai 1,862 peserta yang telah mengikuti Rancangan Pembangunan Keusahawan didalam tahun 1977. Hasil dari itu, akibatnya seramai 309 peserta telahpun memulakanperniagaan sendiri.
Khidmat perundingan ini telah dijalankan juga untuk perntagaan besar dan seder-hana khasnya di dalam bidang Perancang dan Kewangan.
Decentralisasi
Selaras dengan dasar PDPN untuk menyalurkan aktiviti-aktivitinya keseluruh ne-gara.ketiga-ketiga pejabat wilayah di Kuantan, Pulau Pinang, dan lohor telah mengada-kan 40 - 50% penambahan kursus-kursus di dalam kegiatan-kegiatan latihannya berbedzadengan kegiatan tahun dulu.

Penyertaan Bumiputra
Bahagian Perkhidmatan Bumiputra PDPN telah menjalankan kegjatannya denganbertambah pesat lagi tahun ini terutama dalam rancangan Pembangunan Keusahawanan(EDP).
Berikut adalah aktiviti-aktiviti besar yang diselenggarakan oleh Bahagian Perkhid-matan Bumiputra Pusat ini dalam pelaksanaan rancangan EDP:-
(a) Bahagian ini telah menjalankan:i) H6kursusEDPI bagi 2392 peserta
ii) 5 " EDP II bagi 79 pesertaiii) 1 " EDP I bagi 26 orang pegawai pembangunan RISDAiv) 1 " Pra EDP untuk 16 orang pegawai pembangunan KKBS.v) 2 seminar susulan sehari untuk ahli-ahli jawatankuasa Negeri Melaka
dan Negeri Sembilan.vi) 1 ceramah pra EDP bagi 62 orang pelatih-pelatih tentera yang sedang
menjalani latihan peralihan.vii) 9 seminar sehari Wang Buat Wang untuk 456 orang peserta telah di-
jalankan seluruh Malaysia.
(b) Mesyuarat Jawatankuasa Bersama Peringkat Kebangsaan yang terdiri dariPDPN, MARA, KKBS, RISDA dan Bahagian Hal Ehwal Bekas Perajurit,Kementerian Pertahanan telah diadakan sebanyak 8 kali sepanjang tahun ini.
(c) Sebanyak 8 seminar susulan sehari dan penyampaian sijil telah diadakanuntuk 1,779 peserta kursus.
(d) $,806 surat susulan telah dihantar kepada bekas peserta setakat ini.
(e) Seramai 950 orang peserta EDP I yang menjalankan perusahaan telah diberikhidmat nasihat dan perundingan.
(0 Sebanyak 51 perusahaan telah mendapat khidmat kajian perniagaan merekadari PLP Pusat ini untuk mengembangkan dan mempelbagaikan perniagaanmereka.
(g) Pihak PDPN telah membantu 20 orang usahawan yang dipilih membentang-kan kes-kes mereka ke bank-bank tertentu untuk mendapat pinjaman.
(h) Khidmat-khidmat susulan telah diberi kepada 1,862 peserta kursus bagitahun 1977 yang belum berniaga, Hasil dari aktiviti-aktiviti tersebut seramai309 usahawan bam telah "dilahir".

PDPN telah mendapat bantuan dan sokongan dari Persatuan Daya PengeluaranNegara melalui cawangan-cawangannya di Semenanjung Malaysia, Sabah dan Sarawak.
Rancangan kedua Diploma Pengurusan Pemasaran yang dianjurkan bersama telahdilancarkan di dalam bulan Oktober. Rancangan ini seperti rancangan pertama adalahbertujuan untuk mengadakan satu golongan eksekutif pemasaran yang boleh menemuikeperluan-keperluan perdagangan dan perusahaan yang makin kompleks di Malaysia.Seramai 46 orang peserta dari sektor awam & swasta sedang mengikuti rancangan iniyang memakan masa selama setahun setengah.

Perkhidmatan Perundingan Pengurusan
Perkhidmatan perundingan dan nasihat dalam bidang pengurusan yang telah di-tawarkan oleh Pusat ini terutama sekali untuk usahawan Bumiputra telah kian bertam-bah. Ini disebabkan kerana tumpuan yang kuat terhadap perkhidmatan dan susulanperundingan kepada perniagaan-perniagaan kecil.
Aktiviti susulan yang penting untuk Pembangunan Usahawan yang sudah berniagasecara kecil-kecilan & juga secara pertengahan sekarang ini adalah bahagian yang utamadalam rancangan Pusat untuk Pembangunan Usahawan. Semasa dalam Rancangan Pem-bangunan Usahawan ini, sebahagian daripada kerja-kerja susulan dijalankan dengan mem-buat beberapa lawatan ke tempat setiap peserta-peserta yang telahpun berniaga dalamlingkungan masa selama enam bulan. Ini bukan sahaja bertujuan untuk mengkaji masaalah-masaalah yang mereka hadapi tetapi juga untuk mengasingkan halangan pembangunanperniagaan dan akan diserahkan kepada pihak-pihak berkuasa untuk perhatian dan tin-dakan mereka selanjutnya.
Sepanjang tahun ini, pegawai-pegawai perundingan dari Pusat ini telah membuat800 lawatan ke tempat peserta-peserta Pembangunan Usahawan. Dari lawatan tersebutkami dapat tahu yang 600 daripada mereka menjalankan perniagaan mereka sendiri, dan109 didapati mempunyai potensi untuk berkembang.
Buat masa sekarang 51 telahpun diberikan perkhidmatan perundingan pengurusan.
Aktiviti-aktiviti lain yang telah dijalankan termasuk:-
(a) Projek Rancangan yang menyeluruh untuk pembangunan Hotel yang telahternama di Pantai Timor.
(b) Perkhidmatan Perundingan untuk syarikat bas yang bersaiz pertengahandalam bidang kewangan dan strategi perniagaan.
(c) Perkhidmatan Nasihat untuk 19 kontrektor bangunan yang bersaiz kecilataupun secara pertengahan dalam bidang jangkaan perancangan & kewangan.
Perkhidmatan Penyelidikan Pengurusan dan Penerangan (MARIS)
Perjalanan lancar beberapa aktiviti-aktiviti di pejabat cawangan telah menampakanlagi penambahan pertanyaan ingin tahu dari masyarakat mengenai Pusat ini dan fungsi-fungsinya. Setengah dari pertanyaan adalah mengenai ekspot, impot, jenis dan quantitibarangan-barangan tertentu yang dikeluarkan di Malaysia. Setiap pertolongan dan pene-rangan-penerangan yang tertentu akan diberikan kepada bahagian latihan dan juga peja-bat-pejabat cawangan agar setiap aktiviti dapat dijalankan dengan lebih berkesan lagi.
Pusat ini setiap masa akan menentukan yang segala butir surat mesyuaratnya meng-ikut kepada industri dan lokasinya tidak kebelakangan demi untuk mengumpulkansegala penerangan aktiviti-aktivitinya.

MARIS juga menyimpan dan mengumpul segala penerangan mengenai aktivitiPusat ini bertujuan untuk menganalisa, merancang dan juga untuk penyampaian rengkas.
Tidak ketinggalan juga, MARIS memproses setiap permintaan dari Bahagian LatihanPusat ini, untuk filem latihan dalam bidang pengurusan sebelum ianya dibeli. Selaras den-gan beberapa perkembangan aktiviti amnya dan kepada keperluan pejabat cawangankhasnya, 38 lagi filem mengenai latihan dibelikan. Filem-filem tersebut kebanyakandarinya adalah dalam bidang Perakaunan, Perhubungan Perusahaan, Penjualan, Keselama-tan Perusahaan dan Kemajuan Pengurusan. Pada masa yang sama juga beberapa filempopular tambahan juga dibelikan untuk menampung keperluan perpustakaan di PejabatCawangan. Kedudukan penyuntingan filem-filem sekarang ialah 254 tajuk.
Perpustakaan
Melalui tinjauan tahunan, kita dapat melihat yang segala aktiviti perkhidmatan yangdijalankan oleh pusat ini kian bertambah.
Perpustakaan ini menentukan perkembangannya dengan cara menambahkan lagi750 jilid dan 118 tajuk baru & periodical. Buat masa ini ia mempunyai 9,150 jilid, 653jernel, dan 124 jernal yang berjilid.
Sebahagian daripada perpustakaan ini mengandungi panduan, pimpinan dan ka-talok-katalok pengeluar untuk rujukan, terutama sekali kepada Usahawan-usahawan yangmemerlukan penerangan mengenai peluang-peluang perniagaan dan perhubungan dalamAmerika Syarikat.
Satu pameran buku Pengurusan telah diadakan di Pusat ini dengan kerjasama daripengedar yang terkemuka dalam bulan September.
Percetakan-percetakan tersebut di bawah telah pun dibentangkan dalam tahun ini:
(a) Katalog filem-filem Latihan Pengurusan(b) Bibliografi mengenai Pimpinan & Perhubungan Sesama Manusia(c) Pemberita No. 11, Mei - Dis. 1977 dan
No. 12, Jan.-April, 1978.(d) Berita Perpustakaan.
Jumlah pengguna-pengguna yang berdaftar ialah 465 dan 2,900 buah buku danmajalah berkala telahpun dipinjamkan. Dua puloh penyelidik terdiri daripada sektorswasta, ahli perseorangan dan institusi akademik yang menggunakan rujukan & kemu-dahan perpustakaan ini, dan 6 ahli Jawatankuasa penyelidikan dari Kongress KesatuanSekerja Malaysia telah melapangkan masa untuk menggunakan kemudahan ini. Pusat inijuga menerima pelajar-pelajar Sains Perpustakaan untuk latihan amali.
Perhubungan Awam dan Publisiti
Segala usaha untuk menggalakkan dan member! publisiti terhadap aktiviti-aktivitiPusat ini melalui media televisyen, radio dan surat khabar masih dikekalkan melaluiPerhubungan Awam dan kempen-kempen publisiti.

Dengan bertambahnya kegunaan iklan-iklan melalui surat khabar untuk menggalak-kan rancangan latihan Pusat ini, pengambilan bahagian dalam rancangan baru adalahmemuaskan.
Ceramah dalam beberapa aspek pengurusan begitu juga percetakan risalah-risalahdan bahan-bahan lain yang bersangkut paut telahpun digunakan untuk menyebar konsepdaya pengeiuaran ke seluruh negara.
Rancangan perhubungan awamnya termasuk juga pemberian layanan-layanan ke-pada beberapa pelawat-pelawat !uar dan kumpulan pengkaji-pengkaji tempatan.

Tahun ini telah memperlihatkan pembangunan yang lebih pesat di 3 pejabat ca-wangan. Ini adalah ternyata memandangkan kepada bilangan-bilangan kursus yang lebihluas dalam aktiviti-aktiviti latihan pengurusan seperti mengadakan workshop & seminar,syarahan-syarahan khas dan ruangan untuk perkhidmatan nasihat & perundingan.

Kemajuan Kakitangan
Sepanjang tahun ini, beberapa orang kakitangan PDPN telah dipilih untuk meng-ikuti berbagai jenis rancangan-rancangan latihan tempatan dan di seberang laut. Disamping itu Pusat ini juga mengadakan latihan "dalam" di dalam berbagai bidang untukmenambahkan pengetahuan dan kemahiran pegawai-pegawai dan penasihat perundingPDPN.
Seramai 16 orang kakitangan telah mengikuti rancangan-rancangan latihan seberanglaut yang dianjurkan oleh Kerajaan-kerajaan Asing dan Pertubuhan-pertubuhan Antara-bangsa.
Bantuan dari Negara Asing
PDPN terus mendapat faedah dari Rancangan Bantuan Teknik Kerajaan RepublikJerman Barat, Jepun, India, Austria dan United Kingdom. Organisasi-organisasi sepertiInternational Trade Centre, UNIDO dan International Labour Organisation di bawahRancangan Pembangunan Bangsa-Bangsa Bersatu, juga memberikan bantuan kepadakegiatan-kegiatan PDPN dengan mengadakan kemudahan-kemudahan latihan seperti bia-siswa-biasiswa dan pakar-pakar latihan.

1. Ceramah Makan Malam bertajuk "The Investment Climate in Malaysia" — 29hb. MacSebuah ceramah khas yang dianjurkan bersama oleh PDPN dan Persatuan Daya
Pengeluaran Malaysia (PDPM) telah diadakan untuk seramai 200 pengurus-penguruskanandari sektor swasta. Pensyarah. undangan untuk ceramah tersebut ialah Y.A.B.Dato Seri Dr. Mahathir Mohamed, Timbalan Perdana Menteri, merangkap Menteri Per-dagangan dan Perindustrian. Beliau telah menyampaikan ceramah di atas tajuk "TheInvestment Climate in Malaysia".
2. Derma dari Kerajaan Republik Jerman Barat - 21hb. April
T.Y.T. Dr. W. E. Ritter, Duta Besar Republik Jerman Persekutuan ke Malaysia telahmenyampaikan kepada Pusat ini sebuah kereta projek dan alat-alat pandang dengaryang berjumlah $40,000.00
3. Upacara Penyampaian Sijil Tahunaa - 29hb. April, 1979
Y.A.B. Dato Seri Dr. Mahathir Mohamed telah menyampaikan Sijil-sijil kepadalebih kurang 500 peserta kursus-kursus yang dijalankan di negeri Selangor dan tempat-tempat berdekatan.
4. Peuyampaian Sijil kepada peserta-peserta Rancangan Pembangunan Sum her TenagaManusia (HRD) - 23hb. OktoberY.B. Datuk Abdul Samad bin Idris, Menteri Kebudayaan, Belia dan Sukan telah

5. Lawatan Resmi oleh Settausaha Parlimen Kementerian Perdagangan dan Perindus-trian
Y.B. Encik Abu Hassan bin Hj. Omar, Setiausaha Parlimen, Kementerian Perda-dagangan & Perindustrian telah meresmikan pembukaan sebuah kursus bertajuk "Ba-sic Business Management" khas untuk pegawai dari Kementeriannya. Oleh sebab lawatantersebut adalah lawatan resmi yang pertama bagi beliau, maka sebuah taklimat mengenaikegiatan-kegjatan pusat telah disampaikan.

Adalah difahamkan satu surat perjanjianmengenai pinjaman ini telah ditandatangani di antara kedua-dua pihak pada bulan Jun1979.

3. Pusat telah meluluskan pinjaman-pinjaman perumahan berjumlah sebanyak$957,661.56 kepada 17 orang pegawainya. Walaupun beberapa daripada-pegawai initelah memulakan pembayaran balik pinjaman mereka, surat-surat perjanjian pinjamanbelum lagi disempurnakan oleh Pusat dengan seinua pegawai tersebut.
Si Berhutang - $455,073.584. Rekod-rekod Si Berhutang telah tidak diselenggarakan dengan memuaskan. Olehkerana penyesuaian Akaun Kawalan dengan Lejar Si Berhutang tidak dibuat, saya tidakdapat mengesahkan kedudukan sebenar Akaun Si Berhutang ini.

Juga, kawalandalam adalah lemah dan tidak berkesan. Pada pendapat saya kedudukan yang tidakmemuaskan ini adalah disebabkan oleh kekurangan penyeliaan ke atas urusan kewangan.Walau bagaimanapun, saya difahamkan bahawa tindakan sedang diambil untuk memper-baiki kedudukan ini dan peraturan-peraturan perakaunan Pusat adalah juga sedang dikajisemula.

Chairman, National Productivity Council.
CHAIRMAN'S MESSAGE
Since its inception in 1962 the National Productivity Centre has concentrated itsefforts on extending its services to commerce and industry throughout the country. Theservices offered by the Centre have been by way of training programmes, seminars andtalks for management personnel on a variety of management subjects. These have beenreinforced with consultancy and advisory services for the commercial and industrialsector. The number of courses and participants has increased from year to year. For theyear 1978, a total of 373 courses and seminars were conducted for 8,029 participants,This is an increase of 13.5% over 1977 in terms of the total training activities of theCentre. This fact attests to the recognition accorded and the confidence emplaced in theCentre's ability by both the private and public sectors in the country.
Because of its extensive training background and experience, the Centre has beengiven the assignment to implement a programme for the development of small-scalebusinesses and industries.to meet national policy. This was done with the implementationof the Entrepreneurial Development Programme in 1976. Although this is not the normalfunction of the Centre it has taken on the task as it is a challenge for the Centre.
The development of small-scale business and industry under the EntrepreneurialDevelopment Programme is being undertaken in 3 stages, namely, EPD I, EPD II andEPD III and at each stage, 4 steps involving training, follow-up, advisory and consultancyactivities are directed towards existing and created entrepreneurs. Under this programme,it is expected that a total of 17,500 participants in Peninsular Malaysia, Sabah andSarawak will undergo the first stage covering a period of 5 years. It is anticipated that outof the total number of participants mentioned above who undergo the first stage, acertain percentage will proceed to the second and third stages of the programme. Thesuccess of this programme is dependent upon the follow-up services that are extendedto participants.
This follow-up is to determine whether any of the ex-participants have venturedinto business or industry and also to offer further consultancy and advisory services tothose who are already in business. Up to December, 1978, a total of 1,240 participantswho have become engaged in some form of business have been visited. Out of these1,240 businesses, 51 were selected to receive in-depth consultancy services to enablethem to overcome their problems which vary from accounting and costing to inventorycontrol and marketing. Since the launching of the Entrepreneurial Development Pro-gramme and up to December, 1978, a total of 268 courses including EPD II courseswere conducted for 6,666 participants.
The implementation of the programme for the development of small-scale businessand industry will not be at the expense of other training and consultancy activities. TheCentre will continue in its endeavour to promote and enhance productivity in the coun-try through the dissemination of up-to-date management skills and knowledge and inkeeping with the training needs of business and industry.

PART I
INTRODUCTION
The National Productivity Centre of Malaysia
The National Productivity Centre was established in 1962 as a joint project by theUnited Nations Special Fund and the Federal Government with the InternationalLabour Organisation as the executing agency. According to the Plan of Operation ofthe Project, the Centre would ultimately become autonomous.
In 1966, the National Productivity Council (Incorporation) Act No. 19 of 1966was passed by Parliament and the Council became an autonomous body effective as fromMarch 1, 1966. The act was subsequently amended by the National Productivity Council(Incorporation) (Amendment) Act 1975 (Act A305 of 1975) to keep in line with theexpanding activities of the Centre.
The Functions of the Council
The functions of the Council are to establish and maintain the National Produc-tivity Centre for the purpose of:
raising the standard of management, including supervision at ail levels incommerce and industry in Malaysia;
— improving the efficiency of industrial operations, sales and marketing, withparticular reference to methods of increasing productivity, of improvingquality of output, of lowering costs and giving training and advice on labour-management relations;initiating training and other programmes that would best serve specific andlocal requirements of the country as a whole;
publicising the aims, objectives and activities of the Centre and obtaining thecooperation of employer and employee groups;
— advising the Minister and private organisations, institutions or individuals onmatters covering all aspects of productivity techniques within the compe-tence of its staff;
serving as a forum for discussing organisational, managerial and supervisoryproblems in commerce and industry,
— reporting annually to the Minister on the progress and problems of raisingproductivity in commerce and industry in the country and making recom-mendations on the manner, in which such problems may be dealt with;
— undertaking and performing consultancy services;— establishing and maintaining contacts with similar or other agencies, both
national and international;
carrying on business undertakings for profit for the purposes of the dischargeof its functions under this Act, with approval of the Minister;doing all such matters and things which may be incidental to or consequentupon the discharge of its functions under this Act.
SUMMARY OF COUNCIL'S ACTIVITIES
During the years the Council met 6 times, and amongst other matters, dealt withthe following:
1. Budget
— Approval of an operational budget estimate of $3.127 million for 1979.— Approval of $190,000 for supplementary estimates — 1978.
2. Staffing
— Recruitment of 14 TIOs (Training & Investigating Officers) and 3 clerks.— Two International Training Advisers were assigned to the Centre for
a period of 1 %. months and 3 months.
3. Development and Training Programmes
— Entrepreneurial Development Programme for Bumiputras— Progress of the Hotel-Restaurant Training Institute— Human Resources Development.
4. Staff Development
— Overseas and local training for senior staff— "Institute" courses for TIOs— Local training for junior staff.
5. Technical Assistance from Foreign Governments and International Organisa-tions
— During the year, the Centre received foreign assistance for 16 seniorstaff members to attend various training programmes overseas, as wellas the services of 2 Training Advisers for short term assignments.

GENERAL REVIEW OF ACTIVITIES
Training Activities
Training Courses
In terms of training given by the Centre, the year 1978 saw an increase of 13.5%in participants and 10% in training courses. In line with government policy and thechanging needs of Industry and Commerce, more emphasis was placed on the Entre-preneurial Development Programme. A total of 121 programmes were organised for2,969 existing and potential entrepreneurs. The Entrepreneurial Development Programme(EDP) was responsible for the increased training activity from 341 programmes for7,076 participants in 1977 to 373 for 8,029 participants in 1978 (Appendices B and C).
Specialised Courses/Seminars
A total of 15 seminars on Export Finance, Export Promotion, Marketing andIndustrial Safety were organised during the year.
To meet the demand for qualified Marketing & Sales Personnel in our rapidlychanging economic environment, the Centre, in conjunction with the MalaysianAssociation of Productivity (MAP) launched its 2nd Diploma Programme in MarketingManagement in October. The programme, like its forerunner, is spread over a period of\% years and being attended by 46 participants.
During the same period, the Centre conducted the 3rd programme on "HumanResources Development for Supervisory Positions". This 7-week programme is aimed atalleviating the shortage of first line Bumiputra supervisors in Industry. The programmewas started in 1976.
Tailor-made Training Courses
A number of special and tailor-made programmes were conducted for various or-ganisations throughout the country to meet the growing needs of Commerce andIndustry. These programmes increased from 68 in 1977 to 85 in 1978.
NPC/MAP Courses
The Centre was greatly assisted by MAP particularly in conducting out-stationcourses and seminars throughout the country. The Centre organised 87 programmes incollaboration with the Association.
Advisory Services
During the year, the Centre's advisory and consultancy efforts were largelydirected at helping Bumiputra businessmen, especially in the area of retail businessmanagement. Such services were provided to 1,862 participants who participated in the1977 EDP. As a result.309 have since started businesses of their own.
Consultancy services were also provided to medium and large sized businessesespecially in the areas of Planning and Finance.
Decentralisation
In keeping with the Centre's policy of decentralisation, the 3 Regional Offices inKuantan, Penang and Johore Bahru recorded a 40—50% increase in their training activities,over that of the previous year.

Bumiputra Participation
The Bumiputra Services Section doubled its activities, specifically in the area ofEntrepreneurial Development.
The following are some of the major activities undertaken in the implementationof the Entrepreneurial Development Programme — Appendices E1-E4.
(a) The Section conducted:
- 116 EDPI courses for 2,890 participants- 5 EDP II courses for 79 participants- 1 EDP I course specially for 26 Development Officers of RISDA
(Rubber Industry's Smallholders Development Authority)- 1 Pre-EDP course for 16 Development Officers of the Ministry of
Culture, Youth and Sports.- 2 one-day follow-up seminars for members of the Melaka and Negeri
Sembilan State EDP Committees- 1 Pre-EDP talk to 62 army personnel attending a resettlement program-
me,- 9 one-day seminars on "Wang Buat Wang" or "Money Makes Money"
for 456 participants throughout the country.
(b) The National Joint Committee of the Entrepreneurial Development Pro-gramme consisting of NPC, MARA, the Ministry of Culture, Youth andSports, RISDA, the Veteran Affairs Department of the Ministry of Defence,DARA (Pahang Tenggara Development Authority) and UDA (the UrbanDevelopment Authority), met 8 times during the year.
(c) A total of 8 one-day follow-up seminars and certificates presentation cere-monies were held for 1,779 participants.
(d) 5,806 follow-up letters were sent to former participants.
(e) A total of 950 participants of EDP I who were in business were providedadvisory services.
(f) Consultancy Services were extended to 51 businesses for expansion anddiversification of their business.
(6) 20 entrepreneurs were assisted in their loan application to various banks.
(h) Follow-up services were provided to 1,862 participants of 1977 who werepotential entrepreneurs. 309 have started businesses of their own.

Programmes Jointly Organised by the Centre and the Malaysian Association of Produc-tivity (MAP)
The Centre received support and assistance from the Malaysian Association ofProductivity through its branches in Peninsular and East Malaysia.
The jointly organised 2nd Diploma Programme in Marketing Management waslaunched in October. The programme like its forerunner is aimed at developinga more competent cadre of marketing executives to meet the growing complexity ofMalaysian Trade and Industry. A total of 46 participants from both the public andprivate sector are participating in the 1!£ year programme.

Management Consultancy Services
There was an increase in the advisory and consultancy services, offered by theCentre, especially to Bumiputra entrepreneurs. This was largely due to the greateremphasis on advisory and consultancy follow-up services for small businesses.
This follow-up activity is a vital part of small and medium scale entrepreneurialdevelopment and is now a major component of the Centre's entrepreneurial developmentefforts. All "in business" participants were visited within 6 months of attending the EDPas part of this follow-up. This was to ascertain, not only the problem areas but also toidentify business development constraints which could be referred, to the respectiveauthorities for remedial action.
During the year, the Centre's consultancy officers visited 800 participants of theEntrepreneurial Development Programme. It was found that 600 of them were operatingtheir own businesses, and 109 found to have potential for further development. To date51 have been provided management consultancy services.
Other activities undertaken included:
(a) A project for a comprehensive plan for expansion of an established hotel in theEast Coast;
(b) Consultancy services to a medium-sized bus company in the areas of Financeand Business Strategy,
(c) Advisory services to 19 small and medium-sized building contractors in thearea of Planning Estimates and Finance.
Management Research and Information Service (MARIS)
The gain in momentum in the activities of Regional Offices saw a marked increasein the number of enquiries received from the general public,concerning the Centre and itsfunctions. Some of the enquiries sought information on exports, imports, type andquantity of specific products manufactured in Malaysia. Specific information andassistance as and when required were provided to the various Training Sections andRegional Offices to carry out their activities more effectively.
The Centre periodically updated its mailing list according to industry and location,for the purpose of disseminating information on its activities.

MARIS also maintained a comprehensive pool of information of the Centre'sactivities and participants, for purposes of evaluation, planning,as well as for presentationat briefings.
In addition to this, MARIS also processed requests by the Training Sections of theCentre for management training films, before eventual purchase. In keeping with thegrowing activity and the needs especially of the Regional Offices, 38 more training filmswere purchased. These were mostly in the areas of Accounting, Industrial Relations,Sales, Industrial Safety and Management Development. At the same time, additionalcopies of more popular films were purchased to augment the library of the RegionalOffices. The present collection of films stands at 254 titles.
The Library
The acceleration of the Centre's training activities was reflected in the increasedservices rendered during the year under review.
The library maintained its rapid growth with the addition of 750 volumes and 118new titles of periodicals. It currently has 9,150 volumes, 653 journals, and 124 volumesof bound journals.
A section of the library consists of directories, guides and manufacturers cataloguesfor reference, particularly by entrepreneurs who need information on business oppor-tunities and contacts, in the U.S.A.
An exhibition of management books was held at the Centre with the assistance ofa leading distributor in September.
The following publications were brought out during the year:
(a) Catalogue of Management Training Films(b) Leadership and Human Relations — A Bibliography(c) Pemberita (Reporter), No. 11, May - December, 1977 and
No. 12, January - April, 1978.(d) Library Newsletter.
The total number of registered users was 465 and 2,900 books and periodicals wereborrowed. Twenty researchers drawn from the private sector, individuals and academicinstitutions, used the library's reference facilities, and 6 members of the ResearchCommittee of the Malaysian Trades Union Congress availed themselves of the facilities.The Centre also accepted library science students for practical training.
Public Relations and Publicity
The efforts to promote and publicise the activities of the Centre, through the mediaof television, radio and press, were sustained through Public Relations and Publicity Cam -paigns.
Greater use of the press to advertise and promote the training programmes of theCentre resulted in a favourable participation in several of the Centre's new programmes.
Talks on various aspects of management as well as the publication of brochures andrelated material were used to spread the concept of productivity throughout the country.

The Centre's public relations programmes included the hosting of several foreignvisitors as well as local study groups.
Regional Offices
The year saw a steady growth in the activities of the 3 Regional Offices. This wasparticularly evident in the number of courses conducted and the wider range of manage-ment training activities ranging from the hosting of workshops and seminars, speciallectures and talks and the provision of advisory and consultancy services.

Structure of the Council
As provided by the National Productivity Council (Incorporation) (Amendment)Act 1975, the Chairman and Members of the Council are appointed by the Minister ofTrade & Industry. Operational Units
The Centre comprised a Training Division of 8 sections, a Management ConsultancyService, a Management Research & Information Service and an Administrative Division(Appendix F).

Staff Development
During the year, members of the staff were selected to attend various trainingprogrammes locally as well as abroad. This was combined with a programme of internaltraining in the various disciplines, to upgrade the know-how and training skills of theCentres' pool of Trainers and Consultants.
Under the sponsorship of foreign governments and international organisations. 16members of the staff attended Training programmes overseas. (Appendix G4—G5).

The Centre continued to benefit from the Technical Aid Programmes of the govern-ments of the Federal Republic of Germany, Japan, India, Austria, and the United King-dom. Organisations such as the International Trade Centre, UNIDO and the InternationalLabour Organisation under the United Nations Development Programme also supportedthe activities of the Centre by providing training facilities in the form of fellowships andtraining expertise.

1. Dinner Meeting on "The Investment Climate in Malaysia" - 29th March
A special dinner meeting, jointly organised by the Centre and the MalaysianAssociation of Productivity, was arranged for 200 senior managers from Commerceand Industry. The guest of honour was the Hon. Dato Seri Dr. Mahathir Mohamad, theDeputy Prime Minister, who is also the Minister of Trade and Industry. Dato Seri Dr.Mahathir Mohamad addressed the gathering on "The Investment Climate in Malaysia".
2. Donation from the Government of the Federal Republic of Germany - 21st April
H.E. Dr. W.E. Ritter, the Ambassador of the Federal Republic of Germany present-ed the Centre with a project vehicle and audio-visual equipment valued at M$40,000.
3. Annual Certificate Presentation Ceremony - 29th April
The Hon. Dato Seri Dr. Mahathir Mohamad presented certificates to more than 500participants of courses held in Selangor and the neighbouring states.
4. Presentation of Certificates to Participants of the Human Resources Development(HRD) Programme - 23rd October
The Hon. Datuk Abdul Samad bin Idris, Minister of Culture, Youth and Sportspresented certificates to 14 participants of the 7 week Programme on "Human ResourcesDevelopment for Bumiputra Supervisory Positions".
5. Official Visit by the Parliamentary Secretary to the Ministry of Trade and Industry- 18th September
The Hon. Encik Abu Hassan b. Hj. Omar, Parliamentary Secretary to the Minisiryof Trade and Industry, declared open a special programme on Basic Business Managementfor officers of the Ministry of Trade and Industry. As it was his first official visitto the Centre, he was briefed on its activities.
6. Launching of the 2nd Diploma Programme in Marketing Management - 23rd October
The Hon. Dato Lew Sip Hon, Deputy Minister of Trade and Industry, launched the2nd Diploma Programme in Marketing Management jointly organised by the Centre andthe Malaysian Association of Productivity.
7. Official Visit by the Hon. Dato Seri Dr. Mahathir Mohamad - 4th December
The Hon. Dato Seri Dr. Mahathir bin Mohamad, the Deputy Prime Minister in hiscapacity as the Minister of Trade and Industry paid an official visit to the Centre, and wasbriefed on its progress and activities.
8. Visit by the Director General of the Public Services Department (PSD) — 19thDecember
Tan Sri Hashim b. Aman, the Director General of the Public Services Department,visited the Centre and was given a briefing on its activities by the Director.

FOR THE YEAR ENDED 31ST DECEMBER, 1978
The attached Balance Sheet and Statement of Income and Expenditure have beenexamined under my direction in accordance with the Audit Act, 1957. All the informa-tion and explanations required have been obtained.
Subject to my following observations, I hereby certify as the result of this auditthat, in my opinion, the Balance Sheet and the Statement of Income and Expenditureare properly drawn up so as to show a true and fair view of the state of affairs of theNational Productivity Centre Fund as at 31st December, 1978 and of its transactions forthe year ended on that date.
BALANCE SHEET
HOUSING LOAN FUND - $1,022,000.00
2. At the end of 1978 the Government of Malaysia had lent $1.022 million to theCentre for the purpose of this Fund. It is understood that a loan agreement has beensigned between the two parties in June 1979,
CURRENT ASSETSHousing Loan Outstanding - S871,486.863. The Centre has approved housing loans totalling $957,661.56 to 17 of its officers.Although several of these officers have commenced repayment of their loans, formalloan agreements have not yet been executed by the Centre with all these officers.
Sundry Debtors - $455,073.584. Records in respect of Sundry Debtors have not been maintained satisfactorily.Since a reconciliation of the Control Account with the Debtors Ledger has not beencarried out, I am unable to certify the actual position of the Sundry Debtors Account.
GENERAL
Accounting Records — Headquarters5. Several types of accounting records have either not been maintained properly andup-to-date or have not been examined by responsible officers. Also, internal control isweak and ineffective. In my opinion this unsatisfactory position has been caused by thelack of supervision on the financial operations. However, I am given to understand thataction is being taken to improve this situation and the accounting regulations of theCentre are also being revised.
Branch Records6. The Branches of the Centre in Kuantan, Pulau Pinang and Johore Bahru wereestablished in 1975, 1977 and 1978 respectively. So far as I am aware, no appropriateguidelines or accounting regulations have been prepared for use by these Branches. Thepresent records being maintained and internal control are generally unsatisfactory. I amgiven to understand that suitable steps are being taken to overcome the problem.
