Preface

This is the first report which informs about the status and performance of Malaysian journals Indexed in MyCite (Malaysian Citation Index). The data covers journals that are currently indexed by the Malaysian Citation Centre, Ministry of Higher Education, Malaysia. In the first chapter this report provides information about the total Malaysian journals published in Malaysia identified from an audit carried out in May 2012. The second chapter indicates the journals published in Malaysia that are currently being indexed in the Web of Science (WoS) databases and Scopus, number of journals indexed by broad field and a list of Malaysian journals reported in MyCite. The third chapter indicates the performance of journals based on bibliometric indicators. This includes, ranking of journals by h index, ranking of journals by yearly impact factors, journals ranked by total citations received, the top 20 authors who published in Malaysian journals ranked by total publications, top 20 authors ranked by total citations, the top 20 institutions ranked by total publications in MyCite, the top 50 Malaysian journals ranked by total citations and the top 10 country-based articles ranked by total publications between 2006 and 2010. This report therefore, looks at performance of Malaysian journals based on publication and citation counts calculated from papers indexed for at least 5 years of issues in MyCite. We acknowledge that such indicators do not measure the real quality of a journal but we consider it as a reflection of productivity and impact evidenced by data retrieved from a national citation database initiated in collaboration by the University of Malaya and the Ministry of Higher Education, Malaysia. In presenting the performance of Malaysian journals this report hopes to highlight areas, persons and institutions of excellence. This report is certainly limited by its coverage of only scholarly journals published in Malaysia, which are indexed by the centre. We are aware that the coverage is not as comprehensive as we want it to be as we have managed to cover only over a 100 journals between 2011 and 2012.

The Ministry of Higher Education, Malaysia has been concerned about the quality of scholarly journals published in Malaysia as public monies has been committed to initiate and sustain these journals. In an attempt to determine the status of journals published in Malaysia a journal audit was carried out in early 2012.1 This audit revealed that there are 464 scholarly journal titles published in Malaysia. The publication status of these journals were traced from online catalogues of the University of Malaya and the National Library of Malaysia. Figures 1.1 and 1.2 and Table 1.1 indicate the publication trends of Malaysian scholarly journals and the publishers.

There is higher activity in the 2000s and this may be due to more emphasis by the Ministry of Higher Education on academic publishing in journals, which helped push up academic journal publishing amongst the Malaysian universities.

The active publishers of scholarly journals are universities (257, 55.5%), followed by the professional or scholarly associations (104, 22.4%) and government and private agencies (103, 22.1%) (Table 1.1). The older universities and colleges are more likely to be active publishers. Even though the total number of titles was estimated to be 464 titles, we suspect that may be half of the titles have ceased, especially those in the Arts, Humanities and the Social Sciences.

2. Malaysian Journals in the Web of Science and Scopus

The number of Malaysian journals indexed by citation databases such as the Web of Science databases (WoS), comprising the Science Citation Index Expanded, Social Sciences Citation Index and the Arts and Humanities Citation Index as well as Scopus indicate the visibility of the journals internationally. However, the number of journals covered by WoS remain small (Table 2.1), while the numbers indexed in Scopus (Table 2.2) is increasing. 2,3

While access to Malaysian journals are possible through those covered by citation

databases such as the WoS and Scopus, this is not so for the majority of scholarly journals

published in Malaysia. The content of most Malaysian journals are invisible to Malaysian

researchers and scholars.4 As a result the Malaysian Citation Centre under the Ministry of

Higher Education together with the University of Malaya initiated the development of

MyCite. MyCite aims to support the access to journals contents as well as increase their

visibility. This effort is in tandem with similar national initiatives in Thailand, through the

Thai Citation Index5, Taiwan Citation Index6 and citation systems in Korea7, China8 and

Japan9. At the national level, Malaysian journals are being indexed in MyCite. Out of the

estimated 464 journals only 112 are indexed in MyCite (24%) since the inception of the

Malaysian Citation Centre in February 2011 (Table 2.3). The 112 journals produces a total

of 17,292 articles. Some of the articles in MyCite are accessible online depending on the

agreement with editors. MyCite does not index editorial notes and book reviews. For

articles in the religion category, titles and references in Arabic or Jawi text are not

indexed. Each of the journals covered by MyCite is covered for at least three to five years

of issues. This is to facilitate the calculations of total citations and impact factor.

The majority of the journals indexed are published by the universities (75%). This is

because the universities have increasingly been adopting the “green” policy, opening full

access to their journals and consciously request to be indexed to increase their visibility

and gauge their performance. The details are provided in Table 2.4. The citation centre

are finding difficulties in obtaining access to journals published by government-based

agencies, which are still publishing their journals in print and hinders access to full-text

and slows down the process of their indexation into MyCite. Table 2.5 provides the list of

112 journal titles that are currently being indexed in MyCite.

3. Performance Status Similar to other Asia-Pacific citation systems, MyCite provides bibliometric indicators for each journal it covers. Value is added to each journal indexed by providing information about its article productivity, total citations received and its h-index. Besides this, MyCite through its Journal Citation Report module provides bibliometric indices such as 2-year and 5-year impact factors, immediacy index (how soon articles are cited in the year of calculation) and cited half-life (the average span of years that articles receive citations before it tapers off). Overall, the data shows that journals that are covered for longer number of years in MyCite perform better with their h-index scores. Also, journals in the Arts, Humanities and Social Sciences are performing well within Malaysia, indicating that even though they find it difficult to gain indexation status by international citation indexes they are important nationally since their articles are being cited. 3.1. Ranking of Journals by h-index

The h-index10 gives an estimate of the importance of a journal’s cumulative performance. The index is based on the distribution of citations received by articles published in a journal. Therefore a journal with an index of h has published h articles each of which has been cited in other articles at least h times. A journal with an h-index of 6 would have a total of 36 citations, where at least 6 of its articles have 6 citations each. The h-index do not have a fixed time frame such as the 2-year or 5-year used for the Impact factor indexes. This means the h-index takes into account the productivity of the journals (number of articles it publishes) as well as the citations the articles received. It is another index that can be used to estimate the performance of a journal. Table 3.1 ranks the journals indexed in MyCite by their h-index.

3.2. Ranking of Journals by Impact Factor

The journal yearly Impact Factor is the average number of times articles from the journal published in the past two years have been cited in the calculated year. The impact factor is calculated by dividing the number of citations received by articles published by a journal in the calculated year by the total number of articles published in the two previous years. An impact factor of 1.0 means that, on average, the articles published one or two year ago have been cited one time. The 5-year journal impact factor is the average number of times articles from the journal published in the past five years have been cited in the calculated year. It is calculated by dividing the number of citations received in the calculated year by the total number of articles published in the five previous years. Note that because of the limitation of a specific time frame, this index may not reflect positively on some disciplines or on new titles. Table 3.2 lists all the journals ranked by yearly impact factor.

There are a total of 60 journals indexed that fall within the category of Science,

Technology, Engineering and Medicine related and out of this total only 34 has garnered

an impact factor score (Table 3.3). A number of the 34 journals are also those indexed by

either Scopus and/or WoS. This may infer that those journals are performing well within

Malaysia also as well internationally. In certain cases, a journal may have a 5-year impact

factor score but did not obtain any score in the yearly impact factor because the journal

may have failed to publish complete issues in the last 2 recent years (delinquent), making

it impossible to calculate their yearly impact factor score. There are journals that obtain

yearly impact factor scores but fail to do in the 5-year impact factor and this may be due

to inadequate coverage or the journal is fairly new.

In the Arts, Humanities and Social Sciences disciplines there are 52 journals listed in this

category (Table 3.4) and out of this only 22 (42%) obtained yearly impact factor scores.

The highest yearly impact factor score is 0.8 which is higher than the highest yearly

impact factor in the Science, Technology, Engineering and Medicine fields (0.285). Only

one journal under this category is indexed simultaneously in WoS and Scopus (Malaysian

Journal of Library & Information Science). Overall, Table 3.3 indicates that the Arts,

Humanities and the Social Sciences journals are performing better within Malaysia. This

infer that at the national level these Arts, Humanities and the Social Sciences journals

which are not covered by WoS or Scopus are important and are influential enough locally

for their articles to be cited.

3.3. Ranking of Journals by Total Citations In the context of MyCite, when a journal gets a citation count, it infers that the

articles that the journal publishes are being cited by other articles in other

journals indexed in MyCite. It does not include citations that the journal gets in

WoS, Scopus or Google Scholar. Citations is used as a measure of usage. Table 3.5

lists the journals ranked by total citations received by articles published by the

journal.

published in journals that are indexed only in MyCite. Therefore, it does not

reflect an author’s total publications but rather his/her publication in Malaysian

journals and further limited to those that have been indexed in MyCite. Table 3.6

3.5 Top 20 Institutions Ranked by Total Publications in MyCite Institutions in Malaysia are often required to show their performance in research and

development and this results in a healthy competition to secure research grants, attract

and retain high-performing staff and the nurturing of outstanding research students. Data

generated from MyCite allows institutions to gauge their performance in terms of

productivity in publishing their research results in journals published in Malaysia. As

expected the universities dominated with the exception of Malaysian Palm Oil Board,

Forest Research Institute Malaysia, Institute for Medical Research, Hospital Kuala Lumpur

and Malaysian Nuclear Agency, which are government-based agencies. Again, we noted

that the reception from the universities with regard to getting their journals indexed in

MyCite is very encouraging and MCC hopes to see such responses amongst publishers in

the government sectors as well as the professional associations.

3.6 Authors Affiliated to Foreign Countries Contributing to Malaysian Journals As Malaysian authors collaborated with authors from foreign countries, MyCite reports on these collaborated works. Records from MyCite does indicate that foreign-based authors are either publishing in Malaysian journals alone or in teams or co-authoring with Malaysian authors. This is especially evident in the fields of sciences and medicine. The top foreign authors contributing more than 100 articles came from India, Australia, United Kingdom, United States, Indonesia, Thailand, Japan, Iran and Singapore.

4. Discussion and Conclusion

There are about 464 scholarly journals published in Malaysia and a Master list is being maintained at the Malaysian Abstracting and Indexing System (MyAIS) (http://myais.fsktm.um.edu.my). A higher number of the journals were published in the 2000s, which may be due to the emphasis by the Ministry of Higher Education Malaysia on publishing quality journals and for local universities to show the output of researches undertaken in a scholarly channel, which are visible and tangible. This resulted in an increase in journal publications by the universities especially those designated as research universities in Malaysia. Even though the number of journal publications is increasing, the number that obtained indexation status in international citation indexes such as the WoS and Scopus remain small. To date there are 12 journal titles, which WoS has categorized as being published by publishers with Malaysian addresses. However, three of the titles are actually published in Malaysia for international associations. These titles are, the Asia-Pacific Journal of Public Health, which is published at the University of Malaya by Sage for the Asia Pacific Academic Consortium for Public Health, Asian Myrmecology, currently published by Universiti Malaysia Sabah for the International Network for the Study of Asian Ants, and Neurology Asia, published at the University of Malaya Medical Centre for the Asean Neurological Association. This is a healthy indication that Malaysia has been recognized by international professional bodies as having good infrastructure to support and sustain publishing activities. A unique characteristic about Malaysian scholarly journals is the active participation by professional societies and government research agencies. The latter has a good track record of publishing quality journals, which have attained indexation in WoS and/or Scopus, such the Journal of Oil Palm Research by Malaysian Palm Oil Board and Journal of Tropical Forest Science by the Forest Research Institute Malaysia. The number of Malaysian journals that are indexed in Scopus is 53. A large majority of journals in the medical related fields are covered by Scopus even though none of the medical journals (except Neurology Asia) is indexed in WoS. Even though journals such as the Medical Journal of Malaysia, received high citations by journals indexed in WoS it is not currently covered by this database.3 Scopus also covers more Malaysian Journals in the Social Sciences.

The data set retrieved from MyCite for this report comprises 112 journals, which produces 17,292 publications. The highest percentage of publications came from the journals in the sciences (6,406, 37%), followed by the Medical and Health Sciences (4,669, 27%), Social Sciences (2,662, 15.4%), and the Arts and Humanities (1,985, 11.5%). The least percentage of publications came from the field of Engineering and Technology (1,570, 9.1%). Even though the highest number of journals are published from the Social Sciences (31 titles) the number of articles published in each issue tended to be fewer in numbers compared to journals in the Sciences and Medical related fields. The majority of the journals currently indexed by MyCite are published by the universities (75%) whilst access to journal titles from the professional associations and government agencies still seems elusive. This may be due to unawareness about MyCite as an avenue for indexation or the poor accessibility of journals which are still only in print. In some instances, even the publishers themselves could not locate past issues and this will create problems when counting for indices such as impact factor, citations and h-index. With the insistence of providing at least the past 2-years to 5-years issues from the calculating year, MyCite has been able to produce some good indicators to show the performance of Malaysian journals. As a result journal publishers would be able to gauge their journal’s performances in terms of their h-index, the total citations they obtain, their impact factor in a 2-year and 5-year window and their immediacy index indicating how early articles they publish can garner citations. It is obvious that a longer period of coverage in MyCite would give a journal good h-index score. This means publishers should give priority to making certain that their journal is fully covered by MyCite. Also, publishers should include the Malaysian Citation Centre in their list of recipients of their new issues because the failure to do so would result in problems when calculating their bibliometric indices. When journals in MyCite are ranked by yearly impact factor it is found that journals in the Arts, Humanities and the Social Sciences are performing well in Malaysia. In other words in Malaysia the articles published by the journals in these fields are being cited and used. Therefore, in Malaysia they have some influence in shaping other researches. This is exemplified by Jurnal Komunikasi, Malaysian Journal of Communication which obtained the highest yearly impact factor of 0.800, followed by Malaysian Journal of Economic Studies and GEMA Online Journal of Language Studies. The results infer that MyCite has been able to provide the supportive evidence, which shows the importance of journals in the Arts, Humanities and the Social Sciences fields even though these journals are poorly covered by international indexing databases.

MyCite is also able to indicate the most active authors who contributed to Malaysian journals as well as those who received citations in terms of institutional performance, the five research universities are active in publishing journals and in ensuring that their journals are made visible either internationally through WoS and Scopus and also nationally through MyCite. A total of 2217 articles are either wholly contributed or co-authored by foreign authors, especially from India, Australia, United Kingdom, United States, Indonesia and Thailand. This indicates that Malaysian journals have the capacity to support more regional-based contributions. In this report the publication and citation indicators are used to provide an overview of Malaysia’s journal productivity and citedness. This is however, limited to only the 112 journals that are being indexed in MyCite. For those journals, it is possible to gauge not only each journal’s publication and citation performances but also performance at both author and institutional levels. We hope that this report will motivate more journal publishers to request for indexation in order to improve the visibility of the journals they publish as well as support the higher motivation to enriching the national heritage of research content.
